Brazil Senate to take 45 days to deal with sports betting bill, has defined committees to work on it

The president of the Senate, Rodrigo Pacheco, should not adopt any special regime for the processing of Bill 3626/23, which regulates sports betting in Brazil and that was already approved in the Chamber. The house will have up to 45 days to consider the matter before it locks the agenda in Plenary, and the text will be analyzed by the Sports and Economic Affairs committees. To date, a rapporteur has not been appointed.

Bill 3626/23, approved in the Chamber of Deputies two weeks ago, will not have any special regime during its processing in the Senate, where it can be changed. The project officially entered the Senate this Tuesday (26), and is awaiting the definition of a rapporteur.

Even before receiving the Bill, the president of the House, Rodrigo Pacheco, stated at the leaders' meeting that the project will be sent to the appropriate committees. “We know the importance of having structuring projects for collecting revenue and supporting the tax regime.”

According to Pacheco, the deadlines in the Senate will be respected and the matter will be analyzed at the same time by the Sports and Economic Affairs committees. Changes may be received at the Sports Commission and they will be presented by October 4th.

As it was presented on an urgent basis, the proposal will close the agenda if it is not discussed and voted on by November 11th.

Bill 3626/23 is a priority for the government to increase revenue and regulate sports betting in Brazil once and for all.

According to the Minister of the Secretariat of Institutional Relations, Alexandre Padilha, “the project was primarily aimed at regularizing an economic activity that is growing in Brazil and around the world.”

For him, “it is important to regularize it on paper. It is also necessary to organize this economic activity and take advantage of part of these resources to invest in sport, tourism, Social Security,” added Padilha, one of the men closest to President Lula.

For the minister, the approval of the project in the Chamber of Deputies was “a victory for the government” and considered part of a schedule of initiatives to reinforce government revenue and combat the public deficit.
