With a short week, Arthur Lira forces deputies presence to vote on sports betting project

The President of the Chamber of Deputies of Brazil, Arthur Lira, released a note forcing parliamentarians to go to Brasília from today (4th), which is not common. On Mondays, sessions are usually blended, with permission to register presence by application. The objective is to guarantee a high quorum tomorrow (5th), to force joints and close the project that will tax sports betting in Brazil.

Arthur Lira said that the rapporteur, deputy Adolfo Viana, will look for the leaders to adjust the text. The president of the Chamber wants to vote on the proposal before September 9th to avoid that the agenda of the House is locked. The project has constitutional urgency and therefore needs to be voted on within 45 days.

The text should add points from Provisional Measure (PM) 1,182/2023, which establishes that companies will be taxed at 18% on the GGR and bettors, at 30% of income tax on winnings that exceed R$ 2,112.

“We have a more or less idea of the text, but it is important to listen to the leaders, listen to the benches and give everyone the opportunity to contribute,” said Viana.

Among the leaders, the reporter of the matter intends to hear representatives of the evangelical bench, the strongest opponents of the approval of sports betting and of any type of game of chance.

The deputy will also discuss with the leaders of parties and blocs the issue of the rate to be applied to the activity, in order to encourage bookmakers to regularize themselves.
