If authorized by the Legislature, the city hall may create a lottery format, provided for in federal legislation, with the aim of raising funds for programs and projects in the areas of Social Assistance, Sports, and Culture. According to the Secretary of Justice, Peter Panutto, the project is based on a decision by the Supreme Federal Court (STF) that determined that lotteries are not exclusive to the Union, and can also be managed by other federative entities.
"If the municipality decides to create this service, it will be a way to increase resources for the core activities of the Secretaries of Culture and Tourism; Sports and Recreation; Social Assistance, Persons with Disabilities, and Human Rights," Panutto explains.
According to him, some states and large cities are implementing their lotteries. Among the municipalities that already have the law are Guarulhos (SP), Atibaia (SP), Jundiaí (SP), Porto Alegre (RS), Teresina (PI), and Foz do Iguaçu (PR). The states of São Paulo and Rio de Janeiro and the Federal District also have the legal instrument to create the lottery.
