The former Director-President/CEO of CAIXA Loterias S.A and former Undersecretary of Lotteries, Prizes and Draws of the Ministry of Finance dedicated himself for years to the segment's regulation process.

Waldir has extensive experience of more than 16 years in matters of regulating lotteries, draws and gaming, having been at the forefront of important moments at the former SECAP, the Ministry of Economy, and SEPEC – Special Secretary for Productivity and Competitiveness.
He has a specialization in gaming regulation from UNLV - University of Nevada, Las Vegas, in the course "Fundamentals of Gaming Law and Regulation" and "Strategic Perspectives in the Gaming Industry” from UNR University of Nevada, Reno.
At the 2022 edition of ICE London, the most important gaming industry fair in the world, Marques Jr. received the ICE London Landmark Award “for his incredible 15 years of service to the sector in Brazil.”
