Last October 27 (2023), the Ministry of Finance published Normative Ordinance MF nº 1330/2023 in which it granted a period of 30 days for companies interested in requesting authorization for fixed-odd betting in the national territory to present a prior expression of interest, not binding, accompanied by documents.
During this period, 134 companies presented a prior expression of interest. In the view of José Francisco Manssur, special advisor to the Executive Secretariat, this significant number of requests "represents the result of constant dialogue between the Ministry of Finance and all segments of this market, in the construction of safe and reliable regulation for everyone involved.”
Companies that presented a prior expression of interest will have priority for authorization requests, as soon as the deadline for receiving applications and grant payments opens.
It should be clarified that this list of interested companies is not final since the closure of the expression of interest period did not imply being left out of the market. Several companies preferred to wait for the Congress's definitive approval of the law to find out, for example, whether online casinos would be included or not, before deciding to apply for a license.
The 134 companies that submitted their documentation will be given priority, while the new ones added later and those that join from now on will also remain in the Ministry of Finance's analysis orbit for the issuance of a license.
Fixed-odds betting is a system that includes virtual events of online games and real events with a sports theme, such as football and volleyball matches, for example. In this modality, the bettor will win if they correctly predict some condition of the game or the final result of the match.
Last Saturday, December 30, President Lula sanctioned, with vetoes, the law that regulates sports betting. The text also authorizes the operation of online casinos.
The government's expectation is to use the regulation of betting as a way to boost the goal of eliminating the deficit in public accounts this year.
