Government announces today ‘Bets’ authorized to operate in Brazil, illegal sites must return funds

Brazil’s Ministry of Finance will release today, Tuesday 1st, a list of online sports betting companies that have requested authorization from the department to operate in the country. Any ‘Bet’ – as the bookmakers are locally called - that are not mentioned will be considered illegal and prohibited from offering their products as of October 11th by the National Telecommunications Agency (Anatel). Platforms deemed illegal will have to issue refunds to bettors.

The list of online betting companies that have requested authorization from the Ministry of Finance to operate in the country will be released today (1). 'Bets' that are not on the list will be considered illegal and banned from the web by Anatel.

These platforms, however, will have to leave their respective websites and applications online by October 10th so that bettors can withdraw the deposited funds. After the 10-day period, on October 11th, the irregular 'Bets' platforms will be banned and will be taken down by the National Telecommunications Agency.

The inspection will be carried out by the Prizes and Betting Secretariat (SPA) of the Ministry of Finance, in coordination with Anatel, the Central Bank and the Ministry of Justice and Public Security.

The list will include the names of the companies that requested authorization by September 17, as well as the brands they represent — that is, the 'Bets' themselves. As of 10:00 p.m. this Monday, the 30th, there were 181 requests in the Betting Management System of the Treasury.

The companies that had already submitted the request had until 11:59 p.m. this Monday to inform the ministry which commercial brands they are active in and which websites they use. Starting in January, all authorized companies will use the Brazilian internet domain, with the extension “bet.br”.

The Finance estimates that 500 to 600 betting websites will be banned in the coming days, according to the minister of the ministry, Fernando Haddad.

Anatel will block access to these websites from Brazil,” he said in an interview with CBN radio. “(The block) is not the Treasury administration, but we are notifying Anatel,” he stated. According to him, the situation is similar to the blocking of X in the country, carried out by Anatel after a court order.

Haddad also advised that people with money deposited on these sites request a withdrawal of the amounts, which may be lost after the platforms are banned. “If you have money on a betting site, request a refund now. You have the right to be refunded; request the money you have deposited there,” he said.

The tracking of prizes will be done using each bettor's CPF (Individual Taxpayer Registry), aiming for greater control and transparency. These measures are part of a government effort to regulate the online betting sector in Brazil, ensuring that only authorized companies can operate.

The initiative seeks to protect consumers and ensure that betting activities are carried out legally and safely. The expectation is that the implementation of these rules will bring more security to the market and reduce the incidence of fraud.

Companies that are not included in the list may still request authorization from the Ministry of Finance to operate, but will have to wait up to 150 days to receive feedback on the final authorization, which would be granted in 2025.

New list in December

The list to be released this Tuesday is not final: it guarantees that the companies mentioned will be able to operate in the country until the end of the year. In December, the Ministry of Finance will release a new list, after concluding an analysis of the companies' documentation, in order to verify whether they are in compliance with the established regulations.

On January 1st, all the rules regulating online betting determined by the Ministry of Finance's ordinances will come into effect.

"Before that, still this year, the approved companies will have to pay a grant of R$30 million to begin operating and, starting in January, they will need to comply with all the rules to combat fraud, money laundering and abusive advertising, among others", says the ministry's ordinance.
