This allows Esportes da Sorte, the master sponsor of Corinthians and Bahia, as well as the Palmeiras women's team, to keep its business in football. The document sent by the CBF to the clubs lists the companies that are allowed to operate at the national and state level, but makes an exception in the case of brands affiliated with Loterj.
“Finally, with the exception of companies authorized by the Rio de Janeiro State Lottery (Loterj), in accordance with the provisions of article 35-A, paragraph 8 of Law No. 13,756/2018, as amended by Law No. 14,790/2023, and if others also have such right assured, in court or by the Ministry of Finance, other companies authorized by other States to operate fixed-odds bets may only advertise or commercially advertise within the limits of their territory, in accordance with article 35-A, paragraph 4 of said Law,” says an excerpt from the document, to which Estadão had access.
Therefore, Corinthians should be sponsored by Esportes da Sorte in the duel with Athletico-PR, scheduled for next Thursday, the 17th, for the Brazilian Championship. The team from Paraná was also sponsored by the betting house, but terminated the relationship after the company was not regulated nationally last week.
The national list of companies that can operate until December 31st includes 96 companies that manage 213 'Bets' (as the operators are called in Brazil). The list of those authorized to operate in the States includes 18 companies. You can check all of them on the website of the Ministry of Finance. This is a period of adjustment. Only from January 1st will the definitive list of 'Bets' authorized to operate in the country be released.
Corinthians did not officially comment on the subject last week. This Friday, however, it released a statement confirming that the commercial relationship with Esportes will continue. It also cites a “court decision obtained by the partner, which is under judicial secrecy.”

What do the excerpts of the law cited by the CBF say?
The CBF relies on Law No. 13,756/2018 when allowing Esportes da Sorte, as well as other brands linked to Loterj, to maintain their sponsorship contracts with clubs. Paragraph 4 of the law states that companies authorized at the state level may operate fixed-odds bets and publish advertising or commercial propaganda only within the limits of their territory.
A decision by the 8th Civil Court of the Federal District even allowed the operation of betting houses accredited by Loterj throughout the country. However, understanding that the resolution invaded the powers of the Union, the AGU requested and obtained the suspension of the injunction with the Regional Federal Court of the 1st Region (TRF1) last Saturday. Thus, "Bets" accredited by the Rio de Janeiro entity may only operate in Rio and not throughout Brazil, as is the case with Esportes da Sorte.
However, in paragraph 8, there is a caveat:
“All concessions, permissions, authorizations or direct explorations promoted by the States and the Federal District based on authorization procedures initiated before the publication of Provisional Measure No. 1,182, of July 24, 2023, are preserved and confirmed in their own terms, thus understood as those whose first corresponding public notice or call was published on a date prior to the publication of said Provisional Measure, regardless of the date of effective completion or issuance of the concession, permission or authorization, respecting the acquired right and perfect legal acts.”
Loterj was accredited before MP 1182, which establishes new rules for lottery shops at the federal and state levels, in April 2023. The brand understands that, even if the injunction has been revoked, it is guaranteed under the law. This issue had also been highlighted in the injunction obtained by the lottery shop in early October.
