In his justification, deputy Cleber Verde (MDB-MA) states that the way in which the percentages were distributed in Law 13.756 limits the government's investment potential in areas that positively impact the lives of Brazilians.
Cleber Verde says that in addition to increasing the State's capacity to respond to social demands, the change will generate a multiplier effect in several areas, especially those most directly impacted by the strengthening of social security.
“Investing a greater volume of resources in initiatives aimed at reducing poverty and social inequality, promoting access to public health, professional training, assistance and social security and, in general, the social inclusion of the most needy and vulnerable population, contributes to economic development,” argues the parliamentarian.
In asking for the support of the other deputies, Cleber Verde states that “the measure will enable a more socially fair use of the resources generated through these lotteries, increasing investment in public policies - without, however, disregarding the demands and necessary sustainability of the activity carried out by betting operators, which will still maintain, in the form of the wording now presented, a significant percentage allocation of the revenue.”
Bill 4034/2024 awaits approval from the Speaker of the Chamber of Deputies to begin its processing in the House.
