Consórcio Aposta Vencedora, led by the company SAV Participações, registered in Brasília, and the Consórcio SP Loterias, led by IGT Global Services Limited, listed on the New York Stock Exchange, will compete in the auction.
The administration of Tarcísio de Freitas (Republicans) projects that the state lottery project will generate R$ 3.4 billion (US$ 595m) in grants for public coffers over the next 15 years. The government will allocate 100% of the collected funds to healthcare.
By federal law, the revenue generated from betting must be allocated to combat social vulnerability among the population.
Available betting types
The concessionaire may offer prediction (specific, sports, numerical, and passive) and instant betting types, in both physical and virtual environments.
The games will be restricted to individuals over 18 and limited to the modalities outlined in the contract. Fixed-odds betting (called ‘Bets’ in Brazil), as well as modalities not regulated or prohibited by law, such as bingo, casinos, slot machines, and animal games, are excluded.
In specific and numerical prediction bets, the bettor selects and tries to match numbers drawn in a contest. Numerical prediction bets should resemble Caixa Econômica Federal games, such as Mega-Sena, Quina, Lotomania, Lotofácil, and others. In sports betting, the bettor attempts to predict the outcome of a sports event, such as soccer, similar to Caixa’s Loteca.
In the sports modality, bets can be placed on a team's win, loss, or draw up until the start of the game. When the contest concludes, the lottery house will see the total amount wagered. For instance, if 80% of bets are on team "X" and 20% on "Y," there will be a prior probability of redistributing winnings among the winners.
Instant lotteries must immediately show if the participant won a prize, similar to scratch cards. The concessionaire will predefine a numerical sequence with the winning numbers and amounts.
Passive lotteries are also a form of numerical prediction game, like Mega-Sena. However, instead of selecting numbers, the bettor buys a pre-filled ticket. In a future, pre-scheduled draw, they will discover if their ticket is a winner.
Responsibilities of the concessionaire
The future concessionaire may offer lottery products similar to those already authorized, both physically and virtually, without being required to offer all services. Additionally, the company will assume the risks associated with the contests. The São Paulo Regulatory Agency for Public Services (Arsesp) will oversee the concessionaire's activities.
The state lottery model was approved by the Supreme Federal Court (STF) in 2020, following a decision that the Union could not monopolize the service. The creation of a state lottery was approved in 2021 by the Legislative Assembly of São Paulo (Alesp).
Last week, STF Minister Luiz Fux suspended part of the Sports Betting Law, which prohibited lottery advertising in more than one state. The decision was a preliminary injunction from the São Paulo government, asserting that states have the right to operate public lottery services without discrimination by the Union.
