All companies associated with Lotema are authorized by Finance to operate sports betting

All companies associated with the Maranhão State Lottery (Lotema) are on the list of companies authorized to operate sports betting and online gaming in the state. The announcement by the Ministry of Finance includes Embralote, which has been in operation since the launch of the public service, and three others in the implementation phase.

The documents list all companies that operate with sports betting, known as ‘Bets’ in Brazil, authorized to continue operating, at the state and national levels. On the national list, 93 companies with 205 bets have been authorized. On the state list, 18 companies have been authorized.

Among the four companies authorized by Lotema, Embralote, whose domain is ma.embralote.com.br, has been operating since the launch of the public service, while the others are in the final stages of implementation.

All of them remain as safe options for betting, under state and federal regulation. Additionally, the exploitation by Lotema's consortium partners is carried out only within the state of Maranhão.

The companies authorized to operate sports betting and online gaming under the supervision of Lotema are:

- Embralote – already in operation

- WLC Maranhão Exploração de Jogos e Apostas SPE Ltda

- SDL Concessionária de Loterias do Estado do Maranhão SPE S.A.

- BR Lotto Concessionária da Loteria Estadual do Maranhão SPE S.A.


According to the president of Maranhão Parcerias (Mapa), Cassiano Pereira Junior, this action reflects the commitment to transparency and legality in the Brazilian betting market.

“This process is essential for ensuring, as a unit, a secure and regulated environment in which companies operate responsibly, complying with all legal requirements. This transition is crucial to protecting both consumers and the integrity of the sector. Lotema will continue to ensure that all operators follow regulations and that the interests of bettors are safeguarded.”

Other betting sites not listed by the Federal Government are considered illegal and are prohibited from operating in Maranhão and Brazil. The websites will remain online only to facilitate the withdrawal of funds by bettors who have not yet done so, until October 11.

After this period, all illegal sites will be blocked by the National Telecommunications Agency (Anatel).

The Secretariat for Prizes and Betting of the Ministry of Finance (SPA-MF) will be responsible for overseeing and taking the necessary measures to enforce the new ordinance, No. 1,475, dated September 16, in partnership with Lotema and other authorities responsible for curbing infractions.

Launched in April, Lotema is a public service managed and overseen by the State Government through Maranhão Parcerias (Mapa), aimed at generating funds to finance the state government's social projects and creating jobs.

Lotema commits to sustainability and social responsibility in Maranhão. Through awareness campaigns and responsible gaming practices, the service aims to promote a culture of healthy entertainment and prevent problems related to gambling addiction.
