Upon receiving a complaint, the Ministry of Sports will initiate an internal process and, if irregularities are found, will forward the results to the Finance, the Brazilian Olympic Committee, the Sports Justice Courts and the Public Prosecutor's Office.
The Ordinance stipulates that the Ministry may receive information and enter into partnerships with operators to collect information on violations of rules and codes of conduct or other mechanisms that aim to guarantee the integrity of bets on sporting events.
In addition, within the scope of the agreements entered into by the Ministry of Sports with the operators, awareness-raising, education and training actions may be provided for, including for athletes, coaches, referees, club professionals, athlete agents and people with governance or administrative positions in sports.
The objective is to strengthen the fight against the manipulation of results of sporting events, with the development of educational plans that may include the participation of sports organizations and civil society.
Reports of facts that violate fairness in sports must be forwarded to the Sports Betting Integrity Department of the National Sports Betting Secretariat of the Ministry of Finance, and should preferably be submitted electronically through the Integrated Ombudsman and Information Access Platform – Fala.BR.
The Ministry of Sports, after prior analysis of the complaint, will forward the case to the Ministry of Finance, the Committee for the Defense of Fair Play (COB), the respective Sports Justice Courts and the Public Prosecutor's Office, so that they may be aware of the facts and adopt precautionary measures within the scope of their respective jurisdictions.
The final result of the investigation that recognizes the existence of a fact that violates the integrity and unpredictability of sports events and results, when subject to fixed-odds betting, will be forwarded to the Prizes and Betting Secretariat (SPA) of the Ministry of Finance.
To prevent and combat betting manipulation, the Ministry of Sports may establish partnerships with organizations specializing in sports integrity so that suspicious patterns and anomalous behaviors in sports events in the context of sports betting can be detected through monitoring systems.
