The bettor may request to be included in the database to limit their access to the platform. The inclusion must be voluntary, digital, and free of charge, and the player may request the removal of their name after a minimum period of six months from the date of inclusion.
The project stipulates that operators must consult the database when registering new users. It also allows a player's inclusion to be requested by a spouse, partner, guardian, decision-maker, or creditor when there is a well-founded concern that compulsive behavior could compromise the bettor’s solvency.
In this case, the creditor must provide evidence of the risk to solvency within 15 days of the player's inclusion in the database, while the player may contest the inclusion of their name in the registry.
The text also includes as an administrative offense the act of allowing users included in the database to place bets.
In the justification, Kataguiri states that the proposal aims to enable players to protect themselves, preventing participation in games if they recognize that their behavior may be risky.
"The requirement for betting operators to consult the database ensures that the restrictions are respected, preventing individuals with compulsive behavior from accessing games that could worsen their condition," he says.
