In a recent interview with Folha, Baigorri stated that, the way the 'Bets' law was approved, Anatel will not have the power to shut down the connection of approximately 5,200 illegal websites, as requested by the Ministry of Finance.
Baigorri assessed to Painel S.A. that this situation will create a competition problem between official and illegal bets.
"What will happen to the government's relationship with the betting companies that paid R$30 million (US$ 5.1m) to regulate themselves if, suddenly, they have competition from these illegal sites that we can't take down?" said Baigorri.
For the head of Anatel, the ideal would be to change the part of the law that talks about blocking so that DNS operators (internet addresses, including those that use masking, VPNs) and CDNs (network of local content servers) are included.
In the case of the blocking of X, determined by the Supreme Federal Court, Baigorri had to contact Cloudflare, a VPN company, to make it understand that all of its customers would be disconnected in Brazil if it itself did not take down the X connections that were masked via VPN.
