Head of Portuguese consortium that won São Paulo lotteries was secretary of Temer and Bolsonaro

Alexandre Manoel da Silva, leader of the Aposta Vencedora consortium that won the auction for the São Paulo state lottery, was secretary of Public Policy Assessment, Planning, Energy and Lottery, between 2018, still in the government of Michel Temer, and 2020, in the government of Jair Bolsonaro. He also worked on the formulation of the sports betting law, the so-called ‘Bets’, approved in 2018.


Alexandre Manoel is the chairman of the board of the Aposta Vencedora consortium, whose leading company is the Portuguese company SAV Participações. The consortium won the lottery service for the state of São Paulo for R$600 million (US$ 102m).

The executive was the secretary of lotteries between 2018 and 2020. Alexandre Manoel was the secretary of Public Policy Assessment, Planning, Energy and Lottery, between 2018, still under the government of Michel Temer, and 2020, under the government of Jair Bolsonaro.

The secretariat was subordinate to the Ministry of Finance (which became the Ministry of Economy under Bolsonaro). He left the government citing personal reasons. He worked on the formulation of the sports betting law, known as bets, approved in 2018.

He also worked on the formulation of a concession model for Lotex, known as ‘raspadinha’ (scratch cards). The Bolsonaro government tried to transfer Lotex to the private sector but was unsuccessful.

When asked if Governor Tarcísio de Freitas knew Alexandre Manoel, the state's Secretary of Partnerships and Investments, Rafael Benini, said: "I just met him, I had a meeting with him and with the other group. What he told me was that he once spoke with the governor about the Temer government's PPI."

In a speech after the auction, the executive addressed the governor. He praised the São Paulo government's regulatory model for lotteries.

"Honestly, I hope you're here until 2030. If you're only here until 2026, God knows. But if you're here until 2030, we'll be partners, as happens in the developed world, in good times and in bad times," he said.
