With unprecedented ad campaign, IBJR releases the manifesto " To play, there must be rules"

Through an unprecedented diffusion campaign, huge advertising investment and strong impact, the Brazilian Institute of Responsible Gameing(IBJR) launched this Monday (4) a manifesto to defend the safety of gamblers, sector commitment to society and application of the regulation of bets. The text appears as a promotional cover of the main newspapers of Brazil, such as Folha de S.Paulo, O Globo and Valor, as well as portals (UOL, Young Pan, Bandeirantes, etc.) and even in audio.

The Brazilian Institute of Responsible Gaming (IBJR) was founded in March 2023 by some of the main international bookmakers: Bet365, Flutter, Entain, Betsson Group, Betway Group, Yolo Group, Netbet Group, KTO Group and Rei do Pitaco. Then, LeoVegas, Novibet, Kaizen Gaming and Skillonnet also joined the entity as members.

Its associated companies are OKTO, Pay4fun, Better Collective Clever, Onekey Payments, Volta para Marcar and Geo Comply.

All these united brands understand that this is the right time where it is necessary to launch a national mass dissemination campaign of the message to society. For that, the IBJR decided to make a huge advertising investment that reflects the commitment of the sector to the regulation, its concern for integity, health and security of the bettor.

To play, there must be rules

Brazil is on the verge of an important achievement. Soon, the much-anticipated regulation of the online betting sector will come into effect. This regulation will bring greater transparency and security, always prioritizing integrity and a healthy environment for entertainment as the main pillars.

The Brazilian online betting market welcomes the regulation and trusts in its firm enforcement. Only through regulation will it be possible to prevent a game without rules or referees. Some reprehensible practices have already been identified by authorities, who are actively working to prevent illegal activities.

To play, it must be with respect and responsibility. This is where the Brazilian Institute for Responsible Gaming steps in. We represent 75% of the Brazilian market, bringing together some of the leading global betting companies with extensive experience in mature markets like the United States, the United Kingdom, and Australia.

Our goal is to make every effort to develop a sustainable, secure, and reliable online betting ecosystem that generates benefits for society as a whole.

On January 1st, the official whistle will blow, marking the start of the regulation’s enforcement.

Among other requirements, betting platforms will implement facial recognition, an essential tool to prevent minors under 18 from betting. Users will be able to set limits on betting platforms, defining maximum limits for time spent and financial losses. Other measures have even been introduced in advance, such as the prohibition of credit card use. These initiatives aim to help prevent abuse, curb compulsive behavior, and combat addiction.

A new domain suffix will also be adopted for betting websites in Brazil, indicating their legitimacy: .bet.br. Only authorized brands will use this domain for easier identification by bettors.

Thus, the rules are becoming increasingly clear, definitively distinguishing legitimate companies from those engaging in harmful and illegal practices.

After all, to play, there must be rules. And the main rule is responsibility.


To play, there must be transparency and integrity

The united effort between betting platforms, sports entities, and public authorities to curb illegal practices is already yielding significant results in uncovering alleged match-fixing.

This is why the IBJR partners with entities like the IBIA – International Betting Integrity Association. IBJR members share data with IBIA about suspicious activities detected through artificial intelligence tools and data cross-referencing. The IBIA consolidates this information and, if suspicions are confirmed, passes it on to sports organizations and authorities.

From advertising to tax revenue, to sports sponsorship and support for responsible gaming, the betting industry in Brazil must be clean. This is our stance – no concessions!

We are already working on several fronts:

1. Regulation

We advocate for strictly enforced rules, maintaining dialogue with public authorities and sharing our international experiences from mature markets. These insights are already being integrated to benefit the industry.

2. Conscious advertising

We support advertising regulations for the industry, especially to curb the attractiveness of betting platforms operating outside legal norms. We have already established clear guidelines and launched an Advertising Code that guides campaigns for IBJR member companies, along with educational messaging.

3. Contribution to the Economy and Sports

We view the industry as a driver for the economy and sports investments, generating benefits for society as a whole. With the high number of companies seeking to operate in Brazil, tax revenues are projected to reach billions of reais in the coming years. As these companies establish themselves in the country, they stimulate various sectors, from marketing to technology, driving significant innovation initiatives.

It’s also worth noting that betting platforms have made long-term investments to support the sustainability of Brazilian soccer. The sector also actively supports various sports, strengthening the industry and driving transformative projects.

4. Responsible Gaming

It is essential for betting companies to ensure that all bets are placed responsibly, with actions and mechanisms to help the public gamble safely, respecting their financial and emotional boundaries.

The online betting industry must work to prevent harmful behaviors, particularly potential health risks to bettors, and to combat illegal betting platforms. For this reason, we have created digital safeguards through technological solutions to combat addictive behaviors and prevent minors from betting online.

Brazil is a pioneer in adopting facial recognition, making it a global case study. Tools that allow players to set time and loss limits are being implemented. We have also banned credit cards as a payment method and made a Best Practices Guide available for bettors.
