Through the partnership, a kind of observatory will be created to monitor the legal betting market against illegal operators. Licensed betting companies, approved by the Federal Government, will play an active role in preserving the regulated market. However, all oversight and punitive actions will remain under the jurisdiction of the Secretariat of Prizes and Betting (SPA), part of the Ministry of Finance.
"Our idea, through this partnership, is to establish direct communication with Anatel, reporting illegal sites we identify. The major challenge today, as shared by President Baigorri, is ensuring the sustained blocking of these unlawful betting platforms. The agency is diligently working in this direction, and we are ready to join forces to combat the parallel betting market," said Plínio Lemos Jorge.
The challenge Plínio mentioned relates to the proliferation of illegal betting sites, even after the SPA's order for Anatel to block them. These platforms employ various mechanisms to bypass regulatory interventions, remaining accessible to bettors.
For the National Association of Games and Lotteries (ANJL), this situation undermines the effectiveness of market regulation in Brazil.
"It is impossible to sustain an industry that complies with all the regulator's rules while coexisting with the unrestricted operations of illegal platforms. Such a scenario would render market regulation ineffective, creating an unfair, confusing, and dangerous environment for bettors in Brazil," Plínio added.
