Manssur leaves Brazilian government after leading the sports betting and iGaming regulating process

José Francisco Manssur, special advisor to the Ministry of Finance, was informed of his departure last Friday (16), as reported by Andréia Sadi's blog on G1. The change comes amidst the Centrão's push for the sports betting sector, which is estimated to generate revenue between R$ 3 and R$ 6 billion (US$ 600m – US$ 1.2bn) in 2024. In a statement, the Ministry of Finance says the departure was requested. Within the ministry, Manssur led the process of regulating iGaming.

The special advisor of the Ministry of Finance responsible for handling the regulation of the sports betting sector, José Francisco Manssur, has left the government.

Manssur had been the target of attacks from the Centrão, who seek to control the area, eyeing the revenue from the regulation of betting, which is expected to generate between R$ 3 and R$ 6 billion this year, according to the Finance Ministry's estimate. Manssur had shielded the sector, which angered Centrão parties.

The decision was made last Friday (16), when the executive secretary of the Ministry of Finance, Dario Duringham, informed Mansur of his dismissal.

After the publication of the post, the Ministry of Finance confirmed Manssur's departure. In a statement, the ministry said that the dismissal was at the request of the advisor himself.

Officials from the Finance Ministry affirm that the sports betting area will not leave the ministry – and that Manssur's departure is part of a ministry restructuring, which will be announced this week.

"Last Friday (16), the special advisor to the Executive Secretariat of the Ministry of Finance, José Francisco Cimino Manssur, was dismissed from his position at his own request. Manssur was in charge of the elaboration of the set of rules for the regulation of the fixed-odds betting sector in Brazil. The process was conducted throughout the year 2023 and concluded in December, after the approval of the new legislation by the National Congress and the sanction by the Presidency of the Republic. The Ministry of Finance thanks Francisco Manssur for the work performed during this period.”
