The Notice can be accessed at this link, available at http://www.loteriasdoparana.pr.gov.br/on the State of Paraná's Procurement Portal, and on the State of Paraná's Transparency Portal.
In the Notice, entities interested in obtaining the concession must pay a fixed grant of R$ 12.5 million (US$ 2,5m) with the right to operate the four lottery modalities for a period of ten years, renewable for another ten.
In this qualification phase, interested parties must submit the documentation required in the Notice, which will be analyzed by the Special Accreditation Commission of Lottopar. All stages of the Notice will be conducted by this Commission of the Paraná State Lotteries with the support of B3 S.A. - Brasil, Bolsa, Balcão. After this documentary analysis, the companies that are qualified become eligible to sign the accreditation agreement.
Once accredited, they must prove operational capacity, as well as present guarantees for contract execution and payment of the fixed grant in the amount of R$ 12.5 million (US$ 2,5m), per qualified company, covering the four lottery modalities of the Notice. Regardless of whether the company will operate the two mandatory modalities or all four modalities, the value of the fixed grant remains the same.
B3 is also providing support to the Special Accreditation Commission of Lottopar in the documentary analyses. The contract signing and service order issuance will take place at the headquarters of the Stock Exchange in São Paulo, with a scheduled date for June.
"In the continuation of our planning, after launching the instant and fixed quota modalities, we are now launching forecasts and passive modalities. We want to attract serious and reputable companies with guarantees that they will provide lottery services with the highest standards of quality and security. The Notice's requirements are based on market studies and current federal and state legislation," said Lottopar's president, Daniel Romanowski.

Lottery Modalities
The Notice includes four lottery modalities, and groups interested in accrediting must operate two modalities, which are numeric forecast and passive, mandatory. The other two modalities will be optional for operation by the company that receives the concession.
Numeric forecast is the lottery modality in which the bettor tries to predict which numbers will be drawn in the draw. The passive type is the lottery modality in which the bettor acquires the pre-numbered ticket, in physical (printed) or virtual (electronic) form.
Specific forecast is the lottery modality in which the bettor indicates numbers from a set of forecasts on whole numbers and possibly the symbol or name of a sports entity, contained in printed or virtual cards from electronic channels. Sports forecast is the lottery modality in which the bettor tries to predict the outcome of sporting events.
Security
As is already the case with the fixed quota betting lottery modality, and also with the instant lottery modality, companies wishing to operate in Paraná with the lottery modalities of sports forecast, specific forecast, numeric forecast, and passive must necessarily connect to Lottopar's Management and Payment Platform and offer lottery services only in the jurisdiction of the State of Paraná.
