The three women who decide on the betting and online gaming market in Brazil

Just one week after International Women's Day, GMB presents the first official photo of the three executives heading the Secretariat of Prizes and Betting of the Ministry of Finance. The Government has placed the enormous responsibility of applying the new regulations for the betting and online gaming market in Brazil on Simone Vicentini (Deputy Secretary), Raiana Falcão (Subsecretary of Sanctioning Action) and Daniela Olimpio (Subsecretary of Authorization). Meet three women who command and step hard.

Leading the Secretariat of Prizes and Betting of the Ministry of Finance, three women kick off the work of the department, a clear demonstration of female empowerment also in the bets and iGaming sector.

In this symbolic month that begins today, which thematizes women's rights in the struggle for equality and recognition, with this photo they come to celebrate and share their pride in leading the Secretariat that proposes the regulation of the betting market in Brazil.

In line with this growth of female presence in the sector, next week, when International Women's Day is celebrated (March 8), the Women in Gaming Industry Association (AMIG) will also be officially launched. The new entity will be presented at SBC Rio on March 7th.

These are the three women who today decide on the sports betting and online gaming market in Brazil:
 

 


Simone Aparecida Vicentini
Deputy Secretary

Simone Aparecida Vicentini is a specialist in Constitutional and Administrative Law. Vicentini has extensive experience in legal advice to public bodies in the direct and indirect administration — cabinet advisory, executive advisory, chief of staff, Administration and Fiscal Councils, and management of legal departments.

The Secretary's position has not yet been appointed, and until then, Simone Aparecida Vicentini, as Deputy Secretary, will lead the process since one of the duties of the position is to substitute the Secretary. So far, Simone Vicentini was the general coordinator of betting at COGEL/SER, from the Ministry of Finance. She was a direct appointment by the Chief Minister of the Civil House, Rui Costa.
 

 


Raiana Luiza de Andrade Falcão Ferreira
Subsecretary of Sanctioning Action

Raiana Luiza de Andrade Falcão Ferreira is a compliance specialist. In the federal government, she worked as a manager in the formulation and execution of public policies on human rights, with interface with themes of business and human rights, corruption and human rights, and ESG (Environmental, Social and Governance) sustainability in companies.

In the private sector, Raiana has worked with compliance and governance in the healthcare segment and currently in the telecommunications sector. She has extensive experience in institutional articulation, focusing on dialogues with authorities at the level of State Secretariats of Justice and Human Rights, as well as various federal agencies and the Justice System; management of resources and instruments for partnership agreements at the federal, state, and municipal levels.

Andrade Falcão Ferreira is in charge of the Subsecretary of Sanctioning Action, which will adjudicate Administrative Sanctioning Processes, in the first instance, observing the legal and sublegal limits and competences provided, as well as the requests for reconsideration and review filed in these processes.
 


Daniela Olimpio de Oliveira
Subsecretary of Authorization

Daniela Olimpio de Oliveira is a researcher in tax justice and professor of tax law, public finance, and economic history. She was an adjunct professor at the Federal University of Lavras (UFLA) in Minas Gerais, from 2014 to 2022, and sub-secretary of Bidding in the Municipality of Juiz de Fora (MG) in 2021.

Olimpio de Oliveira is in charge of the Subsecretary of Authorization, which will be responsible for analyzing requests for authorization of actions for the distribution of free prizes, through drawing, gift voucher, contest, or similar operation; advance capture of popular savings; exploration of fixed-odds betting and other lottery modalities; as well as sweepstakes and lotteries carried out by entities promoting horse racing.

Seven other women are also part of the Secretariat of Prizes and Bets team. Together, they will have the important task of carrying forward the entire process of regulating sports betting and online games in Brazil:

Antônia Alberlania Ferreira Rufino – technical assistant for authorization coordination and rendering of accounts of the general coordination of authorization of commercial promotions

Dayane Rodrigues de Souza – technical assistant of the general coordination of regulation

Leilla Raphaella da Silva Ferreira – technical assistant of the responsible gaming coordination

Letícia Soeiro – coordinator of responsible gaming monitoring

Lília Alves Pereira – assistant

Marluce dos Santos Borges – chief of staff

Rosângela Fragoso de Mendonça Santiago – cabinet assistant
