The concession has a term of ten years from the date of issuance of the service order, extendable for an equal period, but with a limit of 20 years. Lottery services can only be offered in Paraná, ensuring respect for territoriality.
This is a type of game in which the result is immediate. The bettor knows whether the ticket is awarded or not by scratching the covered fields where combinations of numbers, symbols, or characters determining the prizes are engraved. Tickets may be physical and/or virtual, depending on the operational plan to be presented by Apostou.com before the start of operations.
"It is a historic day for both Lottopar and B3. It is the first lottery concession of the instant type and also the first one carried out on the Stock Exchange. It is another important step in the structuring of Lottopar. We have already done the accreditation, and the fixed odds bets are already in operation, we have sealed the deal with the concession of the instant modality, and soon we will have the prediction and passive modalities," said the president of Lottopar, Daniel Romanowski.
"B3 is one of the largest stock exchanges in the world and for the first time, it receives a lottery concession. The Government of Paraná once again innovated in this process, which guarantees transparency and assertiveness," added the Secretary of Administration and Social Security, Elisandro Frigo.
"We have consolidated work that had many stages in this instant lottery modality. From now on, a deadline begins for the company to present the certificates, guarantees, and operational plan to start operations soon. This will be a modality with great coverage throughout the State," said the operations director of Lottopar, Fabio Veiga.
The next step, integration, is the connection of the concessionaire's systems with the management platform and payment methods contracted by Lottopar, which ensures that all operations are mirrored, in order to enable monitoring and prevent events that may interfere with security, ensuring fairness in the bets placed.
Security
In order to ensure even more security in lottery operations within the State of Paraná, Lottopar continues with the accreditation of testing and certification laboratories open. Paraná already has four accredited laboratories to work with lottery operators, which are Gaming Laboratories International (GLI), BMM Spain Test Labs, Gaming Associates Europe, and eCOGRA.
The main function of these laboratories is to verify whether lottery products and systems comply with standards, regulations, and requirements established by regulatory authorities and entities responsible for the gaming and lottery industry. Certifications issued by these laboratories ensure that lottery and sports betting services are fair, secure, free of fraud, and meet international quality standards required.
Modalities
In November 2023, Lottopar authorized the start of operations of "bettings." Five sports betting sites (Apostou, Bplay, Aposta.la, Pixbet, and Nossabet) are in operation in the jurisdiction of Paraná and regulated.
In addition to instant lottery, Lottopar will also grant and supervise numerical prediction lottery, passive lottery, sports prediction, and specific prediction.
The revenue generated from the grant of operating companies, royalties, and variable grants will be allocated to housing, public security, and financing of social programs in the State.
