Under discussion in the Legislative Assembly of Rio Grande do Sul, the impact of the release of sports betting on the innovation environment was the topic of a South Summit panel, last Friday (22). Some states are creating their own rules – and more advantageous than those of the Union – to also be able to offer bets, in addition to their own state policies to attract companies in the sector.
The president of the Parliamentary Innovation Front of the Legislative Assembly and author of two bills on the subject, deputy Marcus Vinícius, highlighted that the segment's production chain involves dozens of professions and that, with State stimulus, it could be become a tool for generating jobs and collecting revenue.
The deputy commented: “It is a new sector that is before us and that does not have regulation or legislation sufficiently capable of opening up spaces and horizons. If we don’t take the lead, other states in the federation could take this away from us.”
During the panel, the parliamentarian highlighted the content of the projects presented. One of them addresses the creation of the State Policy for Attraction, Stimulation, Incentive, Promotion and Development of the iGaming Ecosystem in the State; the second, in turn, deals with the regulation of iGaming activities and the licensing of sports betting operators.
“It is the parliament, the house of laws of our state, working to attract a sector that is trending around the world. Rio Grande do Sul has great potential for this, to increase its innovation hubs and technological hubs and grow, in revenue, development and hope alongside a productive and prosperous segment,” he highlighted.
For the Deputy Secretary of Innovation, Science and Technology of RS, Raphael Ayub, the most tangible impact of releasing sports betting in the State would be the exponential increase in job vacancies.
“It’s to create jobs, boost our economy. The main word is transformation. Transformation of an entire sector, transformation of the State,” he said.
In addition to the deputy and the secretary, the panel included lawyer Leandro Pamplona, who has just been integrated into the OAB/RJ Special Commission on the Law of Sports Games, Lotteries and Entertainment, and the country manager of KTO in Brazil, Cássio Filter.
