Plínio is a lawyer and partner at the firm Lemos Jorge Advogados Associados, has a master's degree in Tax Law from PUC-SP, a doctorate in Business Law and is a former judge at the Tax and Fee Court of the State of São Paulo.
“The sports betting and online gaming market is experiencing a promising moment in Brazil, with regulation of the sector still in progress. I take on the challenge of presiding over ANJL while maintaining my commitment to building an honest, safe, and regulated environment in our country, both for bookmakers and bettors,” said Plínio.
When welcoming the new president, Cardia highlighted the leading role that has been played by the association since its creation, in March 2023.
“We actively participate in the entire sector regulation process, liaising with the Executive and the National Congress and publicly defending the best rules and practices for market development. I am sure that Plínio will make many contributions in this regard,” he stated.
Among the most immediate issues that Plínio will be at the forefront of is ANJL's defense of overturning the vetoes on article 31 of Law 14,790/2023, which deals with how Income Tax on betting will be collected.
For the association, the maintenance of vetoes by the National Congress could nullify the approved regulations themselves, as they encourage the migration of bettors to the illegal market.
Launched in March 2023, the National Gaming and Lottery Association defends the interests of its members, the sector and responsible and honest gaming, always guided by encouraging sport, betting security and contributing to the country's economic development.
