The case in question involved the analysis of the legality and constitutionality of the aforementioned bidding procedure, developed to modernize the operation of traditional lotteries, in physical and printed media, with a focus on instant and conventional modalities, won by Consórcio Mineira da Sorte Loteria-CMSL.
The allegation presented in the questioning to the TCE-MG attempted to involve the topic regulated by the aforementioned Ordinance, which was the launch of the Lotominas.bet Portal by the Intralot do Brasil Concessionaire, responsible for the regular operation of virtual electronic games, made available by the online/real time technological system, specifically regarding sports betting and instant lotteries in digital media.
Unanimously, the counselors concluded that the conditions required for acceptance of the embargoes, as established by art. 264 of the Court's Internal Regulations. The decision was considered free of any defects that justified review, such as obscurity, contradiction or omission. Thus, maintaining the original decision, the TCE-MG ordered the archiving of the case, promoting the legal measures applicable to the species.
It is worth noting that other external control bodies were also asked to comment on the Autarchy's bidding procedures, and no inconsistencies were detected in any of the processes.
This decision is an important milestone demonstrating that Loteria Mineira remains firm, within the legality, fulfilling its mission of generating resources and allocating them to promoting social well-being, through the execution of Government of Minas Gerais programs in the areas of assistance, sports, education, health and social development with total transparency.
