Managed and supervised by Maranhão Parcerias (Mapa), Lotema appears as a source of resources to support public policies that benefit the people of Maranhão, while stimulating the creation of direct and indirect jobs.
Estimated to generate more than 50 thousand jobs in its first year of operation, the Maranhão Lottery promises to boost the local economy and contribute to reducing unemployment. Still in the first year, the expectation of financial transfer for investments in public policies exceeds R$ 31 million (US$ 6m).
Governor Carlos Brandão emphasized Lotema's pioneering spirit in Brazil, which has an innovative model, in order to ensure benefits for Maranhão in two main axes, namely the generation of employment and income, as well as directing resources to priority areas, such as social security, education, sports and disaster prevention, directly benefiting the population of Maranhão.
“There will be 50 thousand direct and indirect jobs, an amount that is not generated so easily by any company. In addition to new jobs, we have another very important axis, which is raising resources to manage essential public policies. Now, companies will set up shop, and the idea is that they will be present in all municipalities in the state, through physical and online points of sale”, stated the governor.
The president of Maranhão Parcerias (Mapa), Cassiano Pereira Junior, stated that after the issuance of a state decree that regulates Law No. 11389/2020 and reinstates Lotema's public service, it will be possible to raise funds through entertainment and exploitation of games, while ensuring betting safety, protecting operators' work and managing bettors' resources.
“There will be an entire organizational system in gaming entertainment, it is not just the sale of tickets by lottery agents. It is worth noting that Lotema's games only take place within Maranhão, where we will have georeferencing technology so that people from other states do not compete with people from Maranhão. Today is a historic day, a victory won by governor Carlos Brandão that will bring benefits to the entire population of Maranhão,” assured Pereira Junior.
On that occasion, in relation to promoting local sport, the president of Mapa announced that meetings will be held with the club presidents, in order to align participation.
“Mapa will meet with the club presidents to align the step by step and participation. Firstly, they need to release their brands and anthems for operators to use. Once accredited with the operators, the state will make the payment and transfer the percentages to the clubs according to the cascade of each service, as stated in Decree No. 38,763, of December 6, 2023,” explained the owner of Mapa.
Lotema will offer a variety of game types, from numerical predictions to fixed-odd bets, guaranteeing options for different player profiles. The careful selection of operators, including companies such as Embralote, Word Loterry, SDL, BR Lotto and NGT, ensures efficiency in managing the service and maximizing results.
The representative of Lotema's accredited concessionaire companies, Eduardo Paiva, explained how the coverage of State Lottery services should work in the 217 municipalities of Maranhão.

There will be accredited points, lottery agents, such as grocery stores, grocery stores, which are establishments that already have their clientele. Equipment will be installed in these locations, providing an opportunity to quickly acquire capillarity,” said Paiva.

Authorization by STJ and TCE
One year ago, in April 2023, the Court of Auditors of the State of Maranhão (TCE-MA) and the Superior Court of Justice (STJ), in Brasília (DF), recognized the legality of the procedure adopted for granting the public service of lotteries by the Government of Maranhão. Previously, the Court of Justice of the State of Maranhão (TJ/MA) had already authorized the start of activities.
The Attorney General of the State of Maranhão (PGE-MA) acted in both actions, and in both cases the legality of the entire procedure that culminated in the hiring of concessionaires that will carry out the lottery service at the state level was defended.
