Belo Horizonte takes another step in the implementation of its municipal lottery by publishing Public Accreditation Notice 001/2024. The law that approved the creation of BHLOT was approved by the Legislative Assembly in July 2023. The resources will be applied to financing social assistance, human rights projects, sports, culture, health and public safety.
In the Notice, the Municipal Secretariat for Economic Development, to which BHLOT will be subordinate, defines that the accreditation of lottery agents will be to sell, within the scope of the Municipality of Belo Horizonte, instant lottery tickets, through physical distribution, and instant lottery and predictions through lottery terminals or kiosks.
In addition to all documentation common to bidding, such as tax and labor regularities, applicants must demonstrate technical qualifications that prove their ability to carry out the operation, as well as the equipment to be used. Lottery terminals or lottery kiosks must have internationally accepted certification from certifying bodies, such as GLI, BMM, Eclipse or similar. They must also be certified to determine whether or not an electrostatic discharge impacts the integrity of a terminal to guarantee non-interference and software integrity.
According to the Notice, the accredited agent must install a central server physically located in Belo Horizonte, which allows real-time monitoring and auditing of all economic activities carried out in the lottery terminals, per agent and per terminal.
Operators must follow corporate social responsibility standards, comply with the General Data Protection Law as well as promote compliance rules, risk management and the promotion of responsible gaming.
The contract will be valid for five years and after signing, lottery agents approved for accreditation will have ten working days to present the game plan as specified in the Notice's terms of reference.
