In a statement on the LEMG website, the Loteria do Estado de Minas Gerais announced this Tuesday (8) the suspension of the LEMG International Public Competition nº002/2023, for the exploration of lotteries in an online/real time system. It accepted objection request no. 5, dated April 5.
The request for objection was presented by Mineira da Sorte Loterias presented as a “new fact” the presentation, by the Development Secretariat of the Municipality of Belo Horizonte/MG, of Accreditation Notice 001/2024, calling on operators to explore instant lotteries in the physical, and instant online/real time numerical prediction lotteries.
When explaining the reason for the objection request, Consórcio Mineira da Sorte points out that:
“Such supervening fact is extremely relevant with regard to the bidding procedure arising from Notice nº 002/2023/LEMG, as it changes the prospect of success of the ongoing bidding process as it currently stands.
This is because, Item 4 of r. Notice is expressed by defining the object of the bidding as the 'hiring, exclusively within the territorial limits of the state of Minas Gerais, of an experienced and capitalized company, to carry out the operational activities inherent to the exploration and operation of Lottery games in an Online System /Real Time, including the capture of bets through in-person (Land Based) and digital/virtual (Cyber Space) means, observing the lottery modalities of prediction games provided for in federal and state legislation, through the granting of service concessions'.”
"Note that the basic premise of all public notice provisions - especially the economic modeling of the business - revolves around an exclusive concession in the State of Minas Gerais, so that competition arising from the eventual operation of the Municipal Lottery in the capital of Minas Gerais would lead to substantial changes in the bidding dynamics in progress."
For the reasons presented, the Consortium requests the interruption of the deadlines so that the Loteria do Estado de Minas Gerais and the State Government can provide a position on the new situation that is presented.
The objection request is signed by Roberto Quattrini, CEO of Mineira da Sorte Loterias Ltda.
New adjustments will be made to the Notice and, for this reason, the delivery of the envelopes, scheduled for today, April 9, and the opening session of the same, scheduled for tomorrow (10), at 2 pm, are cancelled.

Therefore, the delivery of envelopes, scheduled for April 9, 2024, and their opening session, scheduled for April 10, 2024, at 2 pm, are CANCELED.
On this occasion, we inform you that, as soon as the adjustments to the notice are made, the event will continue with the designation of new dates for the delivery of envelopes and the opening of the session, with the appropriate publications.
