CCJ removes from agenda vote on project to legalize casinos, bingos and jogo do bicho in Brazil

As expected, the Senate Constitution and Justice Committee (CCJ) removed Bill 2,234/2022 from the agenda, which legalizes casinos, bingo, jogo do bicho and horse racing betting in Brazil. Through a maneuver, the vice-president of the CCJ, Marcos Rogério, stated that it was not appropriate to vote on the project due to the absence of the rapporteur, Irajá. The president of the collegiate, Davi Alcolumbre, agreed and the matter will be voted on next June 5th.

The opponents' maneuvers against legal gambling once again took over the Senate's Committee on Constitution and Justice this Wednesday morning (15), when the vote on Bill 2,234/2022, which legalizes casinos, bingo halls, jogo do bicho, and horse racing betting, was taken off the agenda. Senator and vice-chairman of the CCJ, Marcos Rogério (PL-RO), who is against the matter, requested its removal.

The senator made it clear that he opposes the matter, but his request to remove it from the agenda was not based on merit but on procedure, as the rapporteur of the Bill, Senator Irajá, was not present. With the initial discussion not leading to the removal from the agenda, Marcos Rogério threatened to request a collective postponement of the matter to prevent its voting.

Davi Alcolumbre, president of the CCJ, eventually admitted the removal from the agenda for voting next week. Continuing the shielding process to postpone the matter, Eduardo Girão proposed that it be held on June 5th.

Still, during the discussion of whether to remove it from the agenda or not, Senator Espiridião Amin, also against legal gambling in Brazil, made his position clear and stated that he will use all procedural means to delay the discussion.

The president of the CCJ accepted the request to remove the Bill from the agenda and set May 22nd as the date for its resumption. However, he admitted that he would grant a collective postponement at the next meeting, knowing that it would be a procedural maneuver by opponents of the legalization of gambling in Brazil.

As the next meeting on May 29th is expected to take place semi-presentially, Alcolumbre will not put the matter to a vote, setting the final date for this on June 5th. The president of the CCJ recalled that the Bill arrived at the Committee on May 10th of last year and cannot continue to be indefinitely postponed.
