As it is a replacement for the previous text, it was approved by the CRA in a new round of voting before being sent for analysis by the Chamber of Deputies.
According to the substitute for Bill 1,658/2023, the net amounts collected in three sports lottery draws per year will be allocated to the National Land Credit Program (PNCF by it's initials in Portuguese) and allocated to the Land and Agrarian Reform Fund – Banco da Terra.
“Considering the increasing modernization of agriculture and its adverse effects on land concentration, public policies that subsidize small farmers are worthy of consideration, giving them minimum conditions to compete with large farmers,” stated Jayme Campos in the report.
Small family farmers
The PNCF offers financing lines for the purchase of rural properties and for the acquisition of goods and services necessary to structure production, seeking to serve small family farmers and rural workers.
According to Bagattoli, the resources available in the fund have been insufficient to meet rural financing needs, a problem that the project aims to solve, allocating more resources to the PNCF.
In general, Jayme Campos was in favor of the initiative. But he proposed a change to the original text, which allocated 1% of the entire amount collected from lotteries to the PNCF, reducing the portion allocated to paying prizes to players.
According to the rapporteur, this would make the prizes smaller and less attractive, which could result in a reduction in revenue. In order to avoid these effects, Jayme Campos included in the substitute the rule that allocates the income from three lottery contests per year to the PNCF.
Currently, Law 13,756, of 2018, already allocates the income from three annual competitions to the Brazilian Red Cross, to the National Federation of Associations of Parents and Friends of Disabled People (Fenapaes) and to the National Federation of Pestalozzi Associations (Fenapestalozzi).
