The bidding documents, including the contract and annexes, are available electronically and free of charge on the Secretariat of Partnerships and Investments (SPI) website, and in a data room accessible upon request sent to the email address [email protected] with the subject “Concession of Public Lottery Services – access to data room.”
The documents can also be obtained at Rua Iaiá, 126, 11th floor – São Paulo/SP, from Monday to Friday, from 9 am to 5 pm, by presenting a recordable media or equivalent device, with sufficient capacity for all files to be digitally copied. Interested parties may submit clarification requests until September 4, 2024.
According to the bidding regulations, requests must be sent to the email [email protected] with the subject “Concession of Public Lottery Services – Clarification Requests” or submitted physically at the SPI building, addressed to the Contracting Commission.
Proposal submissions will be received on September 9, 2024, at 10 am, at the B3 headquarters (Rua XV de Novembro, 275, Centro), in São Paulo, and the auction will take place on September 13, 2024, at 2 pm, also at B3.
Lottery concession project
There will be five service models available in physical and online formats, which can be offered in the form of specific prognostic, sports, numeric, instant, and passive lotteries. The decision will be up to the winning bidder.
The company will be required to install at least 31 exclusive sales points distributed across São Paulo's administrative regions. The goal is to serve as a concept store for the concession services and to reach all regions of the state.
The installation of exclusive sales points will follow certain rules. For example, the locations must have high visibility and a high flow of people. Additionally, the concessionaire must maintain a minimum distance of 300 meters from daycare centers or elementary and primary schools.
The planned investments include management and operation systems for the lottery modalities. International certifications will be required to ensure the system's availability, security, and integrity, which must be restricted to individuals over 18 years of age.
The state lottery project is expected to generate R$ 3.4 billion (US$ 635m) public revenue over the next 15 years. The funds are intended to be invested in the health sector.
The Regulatory Agency of Public Services of the State of São Paulo (Arsesp) will be responsible for monitoring the concession and overseeing the granted services.
STF's authorization for state lotteries
The state lottery model was authorized by the Supreme Federal Court (STF) in 2020, which ruled that the federal government could not monopolize the service. In São Paulo, the system was approved in 2022 by the Legislative Assembly with the goal of bringing new funding sources for public health and education equipment.
