Public hearing will address the Anápolis Municipal Lottery

The Chamber of Anápolis/GO holds a public hearing today, Friday 14th, to discuss the implementation process of the Anápolis Municipal Lottery (Lotan). The event is an initiative by President Dominguinhos do Cedro with the aim of understanding the format of the operation and hiring a company capable of operating in the municipality.

Lotan was established by Supplementary Law 535/2023, proposed by Dominguinhos do Cedro (PDT) and Councilman Jakson Charles (PSB). "Debating this issue is very important. The City Hall issued a notice to hire a company that will study the appropriate modality to be implemented, but the Legislative Power was not invited and was not made aware of the meeting that addressed the issue. We want the hearing so we can understand how the process is being shaped," explained the president.

The study referred to by the president of the Chamber concerns the technical-operational, economic-financial, and legal-institutional feasibility that will enable the structuring of the model for delegating municipal lottery services.

The law that created Lotan establishes that the service can be exploited directly or indirectly by the Executive Power. Hiring a specialized company to define the best model is the first step for the municipal lottery to become a reality.

Should the Anápolis City Hall decide to outsource the lottery through a public concession, it will be responsible for overseeing the service. The law states that the money raised from Lotan will be used to cover operational expenses and prize payments, considering income tax.

The remaining money will be divided as follows: 80% to the Institute of Social Security of the Municipal Employees of Anápolis (Issa) and 20% to social programs in the areas of sports, culture, and tourism.

According to the law that created Lotan, the company managing the system, whether through concession or permission, will be responsible for preparing the lottery plans, as well as supplying equipment, distribution, sales and advertising, and credentialing agents appointed by the municipality.

The company will also be responsible for prize payments and the administrative, financial, and statistical control of sales, revenue, and tax collection.

Invited to the hearing are the president of Issa, Eduardo Milke; secretaries Márcia Jacinta (Social Integration) and Alaine Alves Valim (General Comptroller); the president of OAB Anápolis, Samuel Santos; the director of Procon, Wilson Velasco; the attorney general of the Municipality, Carlos Alberto Fonseca; and the public prosecutors Paulo Henrique Martorini and Alberto Francisco Cachuba Júnior.
