Bill wants to prevent internet access to gaming operators not authorized by Brazilian government

Federal deputy Duda Ramos presented Bill 2,564/2024 in the Chamber, which aims to combat illegal gaming on the internet. The proposal aims to prevent the offering and promotion of iGaming that is not licensed by the competent authorities, what means banning websites that do not have the bet.br domain. It would be up to access providers and platforms not to accept unlicensed products.

As a way of trying to combat the proliferation of illegal games on the internet, federal deputy Duda Ramos (MDB-RR) presented Bill 2,564/2024, which aims to prevent unlicensed operators from accessing the world wide web. Furthermore, it determines that internet providers and digital platforms that host or provide gambling games must adopt technical measures to prevent access to this content.

The project also determines that internet providers and platforms that make such products available must prevent access to such content and take down influencers who promote unlicensed titles.

The Bill does not explain how internet service providers where websites are hosted should act. It is also not clear in the proposal how gaming platforms should filter between those approved and not approved when issuing licenses for operators to operate in Brazil.

With the project, the deputy gathers games, platforms that make the titles available and also access providers, in addition to determining which influencers should be removed from the network if they advertise illegal games.

As the regulation of sports betting and iGaming will determine the use of the bet.br domain, the parliamentarian does not clearly demonstrate what is new in his project.

In any case, in his justification Duda Ramos states that the proliferation of illegal gambling has intensified, “often promoted by digital influencers without adequate regulation. This practice has generated a series of negative impacts on society, especially among people vulnerable to addiction.”

For him, “it is imperative to establish legislative measures that control and inhibit the dissemination and access to illegal gambling on the internet. Regulatory intervention is necessary to protect citizens against predatory practices that exploit gambling addiction for profit.”

This regulatory intervention is nothing more than the ongoing regulation under the responsibility of the Prizes and Betting Secretariat of the Ministry of Finance, which has already defined some of the laboratories to certify platforms and games, as well as the use of bet.br to identify platforms – and games – licensed.
