Lottopar's inspection process of sports betting operations consists, among other activities, of encouraging the promotion of responsible gambling. To this end, the municipality developed several tools, including the launch of the website, booklet and video, in addition to holding the 1st Responsible Gaming Workshop, all at the end of 2023.
At the beginning of this year, Ordinance No. 008/2024 was published, which establishes guidelines and minimum rules for lottery and fixed-odd betting operators, establishing the State Policy for Responsible Gaming for the Lottery of the State of Paraná.
This policy establishes the commitment of the State of Paraná to guarantee safe gambling, promote awareness among the population of Paraná about compulsive gambling, minimize and prevent the negative effects of problem gambling, in addition to ensuring that lottery and fixed-odd betting operators promote practices to encourage healthy and responsible gambling.
On the other hand, the operator's website must contain elements to guarantee transparency, adequate information and user protection. These elements may vary by operator, but all licensees in the State of Paraná must present, at least, some highlighted information.
Among them, those relating to the Responsible Gaming Policy, where there must be information on responsible gaming practices, healthy gaming, including betting limits, self-exclusion, help for gambling problems and links to specialized support entities and organizations.
Actions for responsible gaming

It presents actions that must be followed by lottery operators authorized to operate in Paraná to promote safe gaming and responsible gaming, as well as Lottopar's inspection actions to ensure compliance with these standards.
In the video, guidance is also presented to bettors on how to bet in a moderate and responsible manner, as sports betting should be seen as entertainment and not as a source of income, investment or way to recover losses.
The 1st Responsible Gaming Workshop took place in November 2023 and also featured the launch of the booklet on the topic. The event, which took place in the auditorium of Palácio das Araucárias and which brought together sports federations from Paraná, aimed to draw the attention of sports entities and bettors about appropriate conduct related to sports betting.
On the same occasion, Lottopar launched a Guide on Responsible and Safe Gaming. The responsible gaming page, which can be accessed through this link, was developed with the aim of guiding the population and especially bettors regarding good responsible gaming practices.
