Secretariat of Prizes and Betting publishes the "SIGAP Authorization Access Guide" for operators

With just over a month to go before the deadline for filing the application to obtain a license that allows sports betting and online gaming to be explored in Brazil from the 1st of January 2025, the Ministry of Finance launched the 'SIGAP Authorization Access Guide”. The document seeks to assist ‘bets’, as operators are called in Brazil, by providing information on the main features of the Betting Management System authorization module (SIGAP).

Finance announced in June 2024 the launch of SIGAP, the platform that promises to transform the administration of sports betting in Brazil. The initiative was a response to Ordinance No. 827, published in May 2024, which defined the procedures necessary to obtain authorization to operate sports betting in the country.

SIGAP allows interested parties to begin the process of requesting authorization to explore fixed-odd betting. In addition, the system offers tools for monitoring responsible gaming, monitoring betting activities and managing other aspects related to the activities of the Secretariat of Prizes and Betting (SPA), currently responsible for the topic.

The request for authorization for commercial exploitation of fixed-odd bets and other documents necessary to comply with the rules and conditions must be presented by interested parties through SIGAP.

The "SIGAP Authorization Access Guide" seeks to assist System users by providing information on the main functionalities of the SIGAP authorization module.

The system has two environments:

* public access, where all interested parties can access information available to the general public, without the need for registration or authentication; and

* with restricted access, intended for agents of the Secretariat of Prizes and Betting of the Ministry of Finance and for legal entities interested in obtaining a license to operate the fixed-odd lottery betting modality in Brazil and for people authorized by them.

For those who are interested, it is possible to consult the requests of the promoting companies, as well as check whether fixed-odd betting operators are duly authorized to explore the modality in the country.

Interested legal entities that submit the authorization request within 90 days from the publication of the Ordinance will be guaranteed to have the approval of authorization published by December 31, 2024, as long as all the requirements of the law are met.

The Secretariat of Prizes and Betting will have up to 150 days to analyze the documentation and decide on the request. After this period, the body must notify the interested company to pay the grant and present the missing receipts or communicate the rejection.

For the purposes of obtaining authorization to operate fixed-odd betting, the Ordinance provides that the authorization request must be accompanied by documents that prove the legal qualification, tax and labor regularity, suitability, economic-financial qualification, and technical qualification of the company. interested.

In turn, authorization requests can be submitted at any time, even after the 90-day period established in art. 23, in which case the analysis period will be up to 150 days, counting from the date of filing the authorization request.

So far, a single request appears in the system, from Kaizen Gaming Brasil Ltda., which operates the Betano brand. In a prior expression of interest, more than 130 companies demonstrated their intention to operate in the Brazilian market. However, these companies have not received any guarantee of approval of their applications nor have they made any commitment that they will submit them.
