Fortune Tiger, one of the most popular online slots in Brazil today, was created by a company based in Malta and is offered to Brazilian players by betting platforms based abroad.
It is a type of slot machine, in which results must be defined randomly and the prize must depend exclusively on luck. Bettors can win, but, normally, the greatest chance is of losing (similar to what happens, for example, in a lottery, where the chances of winning are much smaller than the chances of losing).
The betting sector and some experts believe that Fortune Tiger falls within the betting law. This is because it treats online games based on randomness. Others see it as illegal due to a 1946 decree-law that prohibits games dependent exclusively on luck.
Officially, the Ministry of Finance says that it is still developing the rules on online games that will define whether or not a given game complies with the rules to be offered by companies based in Brazil.
In private, however, members of the Ministry of Finance interviewed by g1 say that Fortune Tiger has almost all the necessary characteristics to fit into the betting law, approved by Congress and sanctioned by President Lula (PT ) in December 2023.
In the view of these sources, the law dealing with sports betting opened up the possibility for platforms to offer online games such as Fortune Tiger, defined as those in which:
a) there is a fixed odds, that is, the bettor knows how much he will win depending on how much he bets and the result;
b) in which the result is determined randomly, based on a random generator of numbers, symbols, figures or objects.
The members of Finance point out that, currently, other games with similar characteristics to Fortune Tiger, which also use roulette wheels and symbols, may not have the conditions to be legally offered in Brazil.
To validate which games meet these conditions, the betting law provided that all games undergo certification from companies accredited by the Ministry of Finance. To date, there are four: Gaming Associates Europe Ltd, BMM Spain Testlabs, eCogra Limited and Gaming Laboratories International (GLI).
