Last year's law dealing with betting also provides for regulation of betting on online games, whose activity, according to him, is comparable to sites such as the Fortune Tiger, as it is a fixed-odd bet and the prize depends on luck.
Betting limits
According to Dudena, each platform will be obliged to monitor the behavior of bettors and identify whether there is compatibility with the person's profile.
“Once we see an evolution [in the values ??or quantities of bets] that detaches itself from its profile, detaches itself from its income profile, detaches itself from its own activity, the operator himself will be obliged, through regulation, to do some kind of warning at first and, eventually, when necessary, [make] blockades,” explained the secretary.
The government should not establish in advance what type of behavior will generate this warning or block. This will depend on each bettor and the assessment can be made based on the number of operations carried out in a few hours or an increase above normal in the amounts bet.
Platforms will have to show the Ministry of Finance what criteria they use for website users. Therefore, they will be forced to set limits.
The idea is that, in the future, there will also be a unified registry in the country with the data of people who have been excluded so that they will not be able to place bets with other operators.
“Initially, this restriction has not yet been implemented, but I see how a possible evolution of regulation is to have a kind of centralized registry of excluded bettors,” he stated.
Partnership with SUS
The SPA also coordinates a plan with the Ministry of Health to establish actions in this area, such as preventive measures and treatment through the Unified Health System (SUS).
The platforms will have to offer a button for the bettor to automatically exclude themselves from registrations. The objective is to create a quick exit door for anyone who identifies betting addictions. In addition, there will be an electronic contact channel for compulsive gamblers to seek help from a representative of the site.
Fortune Tiger
Dudena informed that the regularization of bets on online games, such as Fortune Tiger, depends on some criteria:
* Companies qualified to provide this certification will carry out an investigation
* Need to prove that the game is fair, that is, if it is in fact random
* Need to prove that the game is a fixed odds bet, that is, the bettor knows how much he will win depending on how much he bets and the result
* Certified game will also have the domain ‘bet.br’
According to him, there are currently several pages that use resources similar to the original game, Fortune Tiger, and take advantage of this to commit illegalities.
“Fraud and money laundering remain illegal and deserve to be curbed by law. This cannot mix with games. So we are creating this regulation precisely to be able to separate what is merely a game that, once certified and offered by an authorized operating agent, can be bet on, from what is illegal. Illegalities must be purged from this environment in any way, right away,” said the secretary.
Authorized websites
The government has already started to give approval to betting platforms that want to regularize and expects this to intensify in the second half of the year.
“Once you are on 'bet.br', you are sure that it is an authorized company and that you will be able to appeal, whether to the Secretariat of Prizes and Bets, or other public authorities, against this agent, if he comes to disrespect either specific legislation and regulations or the legislation of other sectors,” he explained.
Starting in January, an operation will also be put in place to take down websites that do not regularize.
One way is to take the sites offline and also follow the money trail. The idea is, in partnership with the Central Bank, to block the transfer of money from the betting company to irregular operators.
