Just like the two previous lists sent by Loterj to the Federal Court and the National Telecommunications Agency (Anatel), each company has an individual SEI process. However, they are all under secrecy. Therefore, it is not possible to access the reason for the subpoena.
Loterj initiated an administrative sanctioning process and gave a deadline of 15 working days to present a preliminary defense. The publication mentions “incursion into the conduct of irregular and unauthorized exploitation of lottery activity, a typical administrative infraction,” according to Decree 48,806/2023.
In the case of Pilhado, Cazé and Petkovic, the complaint is for disseminating advertising and commercial advertising by an operating agent not authorized by Loterj, one of the conducts highlighted in the municipality's Decree.
In recent days, Anatel ordered internet providers in Rio de Janeiro to block the URLs of sports betting and online gaming sites identified by Loterj as irregular, according to a decision by the Federal Regional Court of the 1st Region.
Internet providers managed to block access to company websites via fixed connection, but the service was not interrupted when accessing via Wi-Fi, which demonstrates the technical difficulty of only locally blocking companies listed by Loterj.
Loterj's measure aims to attract more companies to operate legally in Rio de Janeiro and the first bookmaker to present itself to the municipality was Blaze, which is already in the process of regularization.
Apostou.com, MarjoSports, PixBet, BestBet and Rio Jogos are already operating with Loterj approval. Another eight companies are awaiting to get the Proof of Concept (PoC) to have their licenses issued by the authority. They are: 1xBet, Caesars Sportsbook, Key Solution Gaming of Bet, Lottoland, Laguna, PNR, Purple & Green and SDL Loterias.
