Claro, Tim and Oi have technical problems blocking betting sites only in Rio

Despite the court's order for the National Telecommunications Agency (Anatel) to block all sites identified as irregular by Loterj only in Rio de Janeiro, the service interruption is spreading to the entire country. The instability in the connection has caused users to be unable to access some URLs in Paraná, Rio Grande do Sul, Minas Gerais and Mato Grosso, among others.

The technical difficulties of internet service providers have been the reason both for the non-blocking of sites from operators not licensed by Rio de Janeiro and for the generalized blocking throughout the country.

The decision by the Federal Court to order Anatel to instruct internet providers to block access to more than 300 URLs has caused an uproar due to the inability of some to interrupt the connection only in Rio de Janeiro.

Vivo managed to block the URLs indicated by Loterj in mobile phone access and fiber optic connection, but not in the Wi-Fi network. Other internet service providers have been trying and causing instability in other states.

Claro, Tim and Oi blocked websites in Rio de Janeiro, but it caused instability and GMB received information that a large part of Oi's services in Paraná were interrupted, as well as in Rio Grande do Sul, Minas Gerais, Mato Grosso and Espírito Santo, among other states, for all operators.


Claro even sent a letter to the Federal Court and Anatel informing that it does not have the technical conditions to carry out the blocking only in Rio de Janeiro and that the measure could affect the connection throughout Brazil, especially in fixed lines.

It literally tells the judge: “In view of the need to comply with the r. judicial order, CLARO will have to suspend access throughout the national territory, in relation to its fixed network, and in a significant portion of the national territory, in relation to its mobile network”.

There is a pragmatic obstacle to implementing geographically delimited blocks. In this regard, in a centralized network, there are specific points that control the flow of data, so that the suspension order would inevitably affect the entire network.”

Among other reasons for not blocking only Rio de Janeiro, Anatel and internet providers have been finding it difficult to carry out geolocalized suspensions because betting houses are hosted on servers outside Brazil, which would make applying the law only in Rio de Janeiro extremely difficult and likely to cause a shutdown throughout Brazil.
