Lottoland is blocked from attempting to resume operating in Rio de Janeiro

Lottoland, an electronic betting company based in Gibraltar and operating in the European and US markets, was blocked by the Federal Court in a request to be allowed to operate in Rio de Janeiro. The bookmaker is not licensed in the state and filed a writ of mandamus trying to bypass the blockade.

The company (called EU Lotto Ltd.) filed a lawsuit with the TRF-1 in Brasília to request a writ of mandamus to suspend the judicial blockade that prevents it from operating in Rio de Janeiro. The measure was determined by judge Pablo Zuniga Dourado, also from the TRF-1.

In addition to operating sports betting and online gaming, the company offers several betting options on its website for the main lotteries around the world, such as PowerBall, MegaMillions and SuperEnalotto, in addition to the traditional Brazilian modalities offered by Caixa Econômica Federal.

In his column in O Globo, Lauro Jardim reports that when analyzing the request, federal judge Iolete de Oliveira, of the 22nd Federal Court of the Federal District, indicated that the foreign firm “was not successful in demonstrating the existence of an incontestable and unequivocal right to invalidate the process (...), nor the adequacy of the claims to the narrow mandatory route.

The judge's position is a victory for Loterj, which since last year established rules so that ‘bets’ - as operators are called in Brazil - could operate in Rio de Janeiro. The block ordered by Zuniga affects more than one hundred betting houses that have not registered and paid taxes to the state lottery.
