President of aigaming to discuss legalization of casinos in Brazil on TV Senado

Waldir Eustáquio Marques Jr., president of the Associação Internacional de Gaming (aigaming), will participate in a debate on TV Senado Live this Friday (16) about the legalization of casinos in Brazil. The discussion with Senator Eduardo Girão will be about Bill 2,234/2022, which legalizes the activity in the country.

The president of the Associação Internacional de Gaming, Waldir Eustáquio Marques Jr., is one of the greatest experts on gaming and betting in Brazil. He is the former president of CAIXA Loterias S.A and former undersecretary of Lotteries, Prizes and Draws of the Ministry of Finance.

Waldir has extensive experience of over 16 years in issues of regulation of lotteries, draws and games, having led important moments in the former Secap, of the Ministry of Economy, and in Sepec – Special Secretariat of Productivity and Competitiveness.

He has a specialization in gaming regulation from UNLV - University of Nevada, Las Vegas, in the courses "Fundamentals of Gaming Law and Regulation" and "Strategic Perspectives in the Gaming Industry", from UNR - University of Nevada, Reno.

At the 2022 edition of ICE London, the most important gaming industry fair in the world, Marques Jr. received the ICE London Landmark Award “for his incredible 15 years of service to the sector in Brazil.”

The debate on Bill 2.234/2022 will be with Senator Eduardo Girão, an opponent of the matter and who has constantly presented false facts about the legalization of casinos, bingo halls and jogo do bicho, as provided for in the bill.

The bill has been under consideration in Parliament for over 30 years and originated in the Chamber of Deputies. It legalizes casinos, bingo halls and jogo do bicho in Brazil, but with limitations. In the case of casinos, the installation of a single establishment per state and in the Federal District will be permitted, with the exception of São Paulo, which may have up to three, and Minas Gerais, Rio de Janeiro, Amazonas and Pará, which may have up to two each, due to the size of their population or territory.

According to the bill, each municipality will be able to authorize the operation of a bingo hall, but larger cities will be able to have one for every 150,000 inhabitants. The operation of the animal game may be carried out in each state and in the Federal District by one company for every group of 700,000 inhabitants.

The proposal also establishes that bets on horse races will be coordinated by tourism entities accredited by the Ministry of Agriculture.

The bill also foresees the creation of the Gaming and Betting Inspection Fee (Tafija), and the Contribution for Intervention in the Economic Domain levied on the sale of games and bets (Cide-Jogos), which will be shared with the states, municipalities, Embratur, and also earmarked for actions in the area of ??sports, culture and even to combat gambling addiction, known as gambling addiction.
