São Paulo state lottery operator must be certified, may offer online scratch cards modality

Those interested in participating in the São Paulo state lottery auction must present international certification as a way of guaranteeing the suitability and security of the operation. The auction will be on September 13 and includes traditional and online modalities, such as scratch cards, except sports betting. The project expects to raise R$3.4 billion (US$ 625bn) for the public coffers over the next 15 years.

Gambling will be prohibited for those under 18 years of age and the concessionaire must carry out awareness-raising actions against addictions.

“Companies with experience in lottery games will be able to participate in the bidding process. In fact, we already have some international players interested in coming to Brazil and others that already operate here. Therefore, we will require all possible certifications to ensure the selection of an operator that is a reference,” explains the Secretary of Investment Partnerships, Rafael Benini.

The bidding process, launched on June 12 of this year by the São Paulo government, provides for five models of lottery services, offered in physical spaces and online.

According to the secretary, the concession does not include sports betting. “The services will be exclusive to a single operator and may be offered online, such as electronic scratch cards,” says Benini.

The company will be required to install at least 31 exclusive points of sale distributed throughout the administrative regions of São Paulo. The goal is to serve as a concept store for the services granted and reach all regions of the state. The locations must follow rules such as a minimum distance of 300 meters from daycare centers or primary and secondary education units.

The state lottery project is expected to generate R$3.4 billion (US$ 625bn) in revenue for the public coffers over the next 15 years. The project foresees that the funds will be invested in the health sector.

Inspection

The Regulatory Agency for Public Services of the State of São Paulo (Arsesp) will be responsible for monitoring the concession and overseeing the services granted. According to the president of the Agency, Thiago Mesquita Nunes, the agency is prepared to take on this new responsibility of monitoring and overseeing the concession of lottery services in the state.

“We face this challenge with the firm purpose of ensuring that the services granted are performed with excellence, in accordance with legal guidelines and promoting integrity and security in all operations, with a special focus on the requirement to adopt international standards for combating gambling addiction,” says Nunes.

According to him, the agency’s oversight work will guarantee benefits for the population. “Effective oversight based on Arsesp’s expertise will be essential to ensure that the concession of lotteries brings real benefits to society, generating resources that will be reinvested in the area of ??health and for the development of our state,” reinforces the head of the agency.

State lottery

The state lottery model was approved by the Federal Supreme Court (STF) in 2020, which understood that the Union could not monopolize the service. In São Paulo, the system was approved in 2022 by the Legislative Assembly with the aim of bringing new sources of financing for public equipment in health and education, for example.

The Notice includes the following modalities: specific forecast, sports, numerical, instant lottery and passive lottery. The commercialization will be in physical and virtual channels (online).

The international competition will begin with the delivery of the envelopes, on September 1st at B3, the São Paulo Stock Exchange. The public session will take place on September 13th at 2 pm, at the same location.
