Lottopar ordinance reinforces ban on athletes placing bets on licensed sites in Paraná

Lottopar issued Ordinance 67 reinforcing, among other prohibitions, those related to the use of betting sites by athletes, managers, coaches, trainers, referees, assistants, businessmen and sports agents. The aim of the agency is to give greater integrity to bets and ensure that they are protected from match-fixing.

Ordinance No. 67/2024, published by Lottopar, establishes minimum rules for fixed-odds betting operators, known as ‘Bets’ in Brazil, licensed and authorized by the Paraná State Lottery. These rules include some restrictions on the use of sports betting websites. The measure aims to ensure that the operations of websites licensed by Lottopar comply with good responsible gaming practices.

According to article 24 of this Ordinance, registration and betting on websites authorized by Lottopar are prohibited for anyone who has or may have influence over the outcome of a sports-themed event. This includes athletes participating in competitions organized by entities that are part of the National Sports System, people who hold positions as managers, coaches, trainers, referees and assistant referees in sports.

Furthermore, the ban also applies to businessmen, agents and representatives of athletes, members of the technical committee, members of the administrative or supervisory body of an entity that organizes a competition or sports event, and finally, the person responsible for an entity organizing a competition or sports event.

“With these actions, we aim to create a safe and responsible environment for sports betting in Paraná. Therefore, Lottopar, as a supervisory body, determines that regulated operators must have the means to monitor compliance with the prohibitions established in the Ordinance,” stated the director of operations, Fabio Veiga.

These measures aim to ensure that bets are made in an environment free from manipulation and with fairness, and to this end, Lottopar has been guided by actions based on international best practices, in countries that have had regulated markets for many years, respecting current legislation.

Football players are not allowed to bet because this violates the Code of Ethics of the International Federation of Association Football (FIFA), which aims to preserve the integrity of football worldwide. This prohibits players, referees, agents and other people involved in football from having any financial interest or direct or indirect participation in betting, gambling, lotteries or similar events related to football matches or competitions.

Players are also not allowed to share privileged information or information that influences the outcome of a game to benefit third parties. These measures are specified in article 26 of the FIFA Code of Ethics. Failure to comply with any of the provisions of this Code of Ethics will result in a fine of 100,000 Swiss francs.

In addition, players will be banned from engaging in football-related activities for a maximum period of three years. Any amounts received improperly will be included in the calculation of the fine.
