The regulated operation of sports betting and online gaming in Brazil begins on January 1, 2025 and by this Tuesday (20) night, the end of the deadline given by the SPA of the Ministry of Finance, 108 companies had applied for their licenses. The number is much higher than SPA's own expectations, which estimated that around 40 companies would qualify.
Sigap's numbering indicates a total of 114 cases submitted, of which one (061 – Betbet) was excluded from the system. In addition, five companies submitted more than one request: Gamewiz, Reals, Tropicalize, Defy and AF Tecnologia.
All those who have presented themselves to the Secretariat of Prizes and Betting of the Ministry of Finance will be able to have up to three brands to operate in the market for each authorization they receive.
As of this date, no company will be able to operate without a federal license and will be prohibited from advertising, sponsoring or conducting financial transactions related to sports betting and online gaming.
The Betting Management System (Sigap) website lists important names in the sector, with major national and global players seeking to operate regulated in Brazil. Operators such as the national companies EstrelaBet, BETesporte, Betnacional, Esportes da Sorte, Betsul, Bet7k and Reals, among other Brazilian companies, join global operators such as bet365, Caesars Sportsbook, 1xBet, Betsson, KTO, Superbet, Sportingbet, Vbet, Betano and Betfair.
With the volume of applications so far, the government estimates that the initial revenue from concessions, the amount paid to obtain operating authorization, could reach R$3 billion (US$ 550m). Each grant is worth R$30 million (US$ 5.5m). However, not all registered companies will be authorized, as explained by the Secretary of Prizes and Bets, Régis Dudena.
“Since the vast majority of applications were filed in the last few days, we still do not have an initial assessment regarding the completeness of the requirements, but it is expected that not all will comply with all of the requirements,” assured Dudena.
Depending on the SPA’s analysis, the number may drop or at least the license for some applicants may not be approved within the estimated timeframe. Some of the companies that qualified do not have the minimum share capital and others indicated CNAE (National Classification of Economic Activities) that is incompatible with that defined by the Secretariat.
In addition to paying grants, as of January 1, 2025, operators will also have to pay a 12% tax on gross revenue (GGR), in addition to an inspection fee, in a market estimated at around R$100 billion (US$ 18.4bn) per year. Prize winners will also have to pay 15% on winnings above the minimum wage.
Online betting sites in Brazil will have to be hosted on a new domain determined by the government, called bet.br. The purpose of creating this address for the sector is to control fraud and minimize illegal betting activities.
All operators who have applied will have their applications evaluated by the Prizes and Betting Secretariat. The company that submitted the application in August will receive a response from the federal government by November. The company will then have about a month to pay the grant of R$30 million (US$ 5.5m) to the federal government, which could increase the federal government's coffers by R$3 billion (US$ 550m).
Brazil could thus become one of the largest markets in the world, according to the expectations of the government, which recognizes sports betting and online gaming as an economic activity with a strong financial impact.
The application window for authorization remains open, with no guarantee that new entrants will begin operating on January 1st of next year, as the initial deadline closed on Tuesday (20).
From that date onwards, no company will be able to operate without a federal license and will be prohibited from advertising, sponsoring or carrying out financial transactions related to sports betting and online gaming.
