ANJL: number of requests for licenses to operate in Brazil exceeds expectations

The total of 113 license requests to the Ministry of Finance, made by 108 betting houses until this Tuesday (20), exceeded market expectations. This is the assessment of the National Association of Games and Lotteries (ANJL), which also believes that the victory of the sector in the Federal Court over the decision to block websites without permission from the state of Rio de Janeiro contributed to giving more legal certainty to operators that request authorization for the whole of Brazil.

If these betting companies have their requests approved by the Secretariat of Prizes and Betting (SPA), from January 1, 2025 they will all be operating under Brazilian regulations and must comply with all the rules established by Law 14,790/2023 and the ordinances issued by the SPA. From that date on, companies that operate without federal authorization will be considered illegal in the country and will be subject to the penalties provided for in the legislation.

According to the president of the National Association of Games and Lotteries (ANJL), Plínio Lemos Jorge, the industry expects that after August 20, many other houses will still be applying for licensing. It is important to remember that, as of this Wednesday (21), requests can still be filed in the Betting Management System (Sigap), and the expectation is that by the end of the year many requests will still be filed.

“We are certain that next year we will have a completely different market. Honest, responsible and regulated, where bettors can be sure that they are playing on a serious and safe platform,” said Plínio.

For Plínio, who is a lawyer, the decision by the Regional Federal Court (TRF-1), last August 12, to lift the block on hundreds of sites that did not have a license from the State of Rio de Janeiro, contributed to many operators deciding to file the request at the last minute.

“The foreign operator evaluates the market as a whole, taking into account both the potential and the risks of operating in a given country. With only eight days left until the end of the SPA deadline, this window of federal authorizations for this year, the court decision, reached through ANJL, was a relief for the sector because it brought more legal certainty, since the block requested by Loterj was also interfering with operations in other states in the country,” commented Plínio.
