Rei do Pitaco is entering into cooperation agreements to donate monitoring services to state football federations. The initiative began in Brasília on Tuesday (20) this week with the signing of a cooperation agreement with the Football Federation of the Federal District.
In collaboration with Sportradar, the global leader in sports technology, RdP is providing game monitoring tools to prevent match-fixing cases for selected state football federations.
The aim of the monitoring systems donation is to help the Federation act assertively in detecting game fraud, control, and monitoring. Through the analysis of betting volume and activities in games, technological tools and qualified personnel analyze statistical data related to the sports betting market with the goal of detecting suspicious activities and alerting authorities and organizations, enabling further investigations and corrective measures.
At the signing of the agreement, present at the opening ceremony were the acting Executive Secretary of Science, Technology, and Innovation of the Federal District, Marcus Uítalo; the Undersecretary of Sport, Leisure, and Sports Facilities of the Secretariat of Sport and Leisure of the Federal District, Nivaldo Vieira Felix; and partner at Pinheiro Neto Advogados, Vicente Coelho Araújo, along with Rei do Pitaco’s Legal Director, Rafael Marcondes.
The event also featured a panel to explain how the monitoring system works and discuss the importance of promoting integrity actions. The event was moderated by Fernando Vasconcelos, Head of Integrity at Rei do Pitaco, and included speeches from Sportradar's Integrity Manager, Felipe Marchetti; the President of the Football Federation of the Federal District, Daniel Vasconcelos; and the Undersecretary of Monitoring and Enforcement of the Secretariat of Prizes and Betting of the Ministry of Finance, Fábio Macorin.
For the President of the Football Federation of the Federal District, Daniel Vasconcelos, the system will be a great ally in combating game fraud, a situation that has already been detected in teams from the federal capital.
“This partnership adds great value to football in the Federal District, and I hope it serves as an example for other federations. We, who are committed to fairness, have everything to gain, as do the fans. With such a comprehensive report, we will have the resources to inform authorities that investigate and judge suspicious cases. It’s very reassuring to know that we can count on public institutions and companies like Rei do Pitaco in this fight for integrity,” he emphasized.
According to Undersecretary Marcus Uítalo, integrity must be a rule in both the business and sports world. “This initiative is a turning point. We constantly need to prove that we are honest and have integrity because sport builds character and saves lives. It’s important to have actions like this that separate the wheat from the chaff, allowing serious companies to grow and remove those not committed to integrity from the market, ensuring that the passion of many Brazilians is not corrupted by illicit acts.”
How the monitoring system works
At the partnership signing event, Sportradar's Integrity Manager explained that attempts to manipulate match results have been detected and discussed for years, and the Latin American market used to be a target due to low monitoring and few integrity initiatives. However, this scenario is changing, especially in Brazil.
Felipe Marchetti detailed the monitoring system's operation, which is based on data collection from sports events. “Through observation, a pattern is generated. It is possible to detect if a particular bettor has changed their betting patterns based on results obtained, cross-referencing geographical, identification, research information, and various other criteria with the help of Artificial Intelligence. We send a comprehensive report containing any suspicious activity within the games.”
He further clarified that “the report issued is already accepted as evidence by the Court of Arbitration for Sport (CAS) and the Federal Public Ministry (MPF), in addition to having scientific validation from the University of Liverpool in England.” Based on the evidence found and reported, it is possible to forward the complaint to the Public Ministry and other authorities responsible for investigating cases, such as the Federal Police.
About the cooperation agreements
According to the lawyer responsible for Rei do Pitaco’s compliance and integrity areas, Fernando Vasconcelos, constant monitoring is essential to maintaining sports integrity and ensuring a fair competitive environment. “One of RdP’s core principles is ensuring the security of our platforms, where players create virtual teams. Therefore, the concern about the possibility of manipulation in competitions extends beyond our virtual boundaries to the real teams, which are the foundation of our electronic gaming operations.”
So far, six agreements — valid until 2026 — have been signed, and two more are awaiting completion. According to Rei do Pitaco’s Legal Director, Rafael Marcondes, the goal is to expand the initiative to other federations.
“Some sports federations have fewer resources and even less visibility, which could become fertile ground for match-fixing. And ensuring the fairness of these competitions is in everyone’s interest: Rei do Pitaco, federations, government, society... After all, it’s the unpredictability of results that brings excitement to the game, and that’s one of our work tools.”
