The Secretariat of Prizes and Betting (SPA) of the Ministry of Finance issued Ordinance SPA/MF 1.309, which provides for the temporary collaboration of other SPA units with the Subsecretariat of Authorization.
The document, signed by Secretary Regis Dudena, establishes that public servants in the following units of the Secretariat of Prizes and Betting will now collaborate with the Subsecretariat of Authorization:
I - Office of the Secretariat of Prizes and Bets;
II - Subsecretariat of Monitoring and Inspection; and
III - Subsecretariat of Sanctioning Action.
The collaboration mentioned in the ordinance is already in effect and will continue until December 31, 2024, the final deadline for the Secretariat to approve all requests for authorization to operate sports betting and online games submitted by August 20.
The activities assigned to the officials from the various SPA units include:
I - analyzing authorization requests for the commercial exploitation of fixed-odds lottery betting by economic agents; and
II - preparing technical opinions to support decision-making regarding authorization requests.
Although officials from other subsecretariats and the SPA office will contribute to the work carried out during this period, the final opinion regarding the approval of license applications presented to the body will be drafted by the Subsecretariat of Authorization.
A total of 108 companies submitted 113 requests for authorization to operate sports betting and online games in Brazil through the Betting Management System (Sigap) by August 20.
The regulated operation of sports betting and online games in Brazil begins on January 1, 2025, and the SPA has committed to reviewing all requests by the end of November so that all applicants have their applications reviewed by the Secretariat of Prizes and Bets.
From January 1, 2025, no company will be allowed to operate without a federal license and will be prohibited from advertising, sponsorships, and financial transactions related to sports betting and online games.
Given the tight deadline, the Subsecretariat of Authorization's team would not be able to analyze all requests in time, as the expected number of applications was much lower than the 113 requests submitted in the Sigap.
