Régis Dudena: “regulation separates fair games from those that are fraud”

The Secretariat of Prizes and Betting (SPA) of the Ministry of Finance, Régis Dudena, celebrates the publication of the last three ordinances that regulate the iGaming sector in Brazil. In an interview with Jornal da CBN, he highlighted the importance of protecting bettors and making everything clear to operators and society. “Regulation helps us separate fair games from those that are fraud,” he highlighted.

We created rules that range from the formatting of the betting system, payment methods, the requirement that operators have Brazilian headquarters and partners, as well as which games can be offered. Many of them are simply fraud, but we have serious games that can be offered. An ordinance deals precisely with this and imposes restrictions on which games can be offered,” said Régis Dudena, Secretary of Prizes and Betting at the Ministry of Finance.

He also highlighted the responsible gaming ordinance. “It aims to protect bettors in their mental and financial health. It also establishes criteria for advertising and the participation of influencers. What we are doing with these 10 ordinances is regulating a sector that has been operating since 2018 without proper regulation.”

Regarding the loss of money in games such as Fortune Tiger, the secretary stated that the player, for example, cannot have a negative balance in his account at the betting house. “There are two important things. One of them is educational, in which the ordinance determines that the bettor must be warned that betting is entertainment and not a way to get rich or improve one's life.”

Regulation also helps us separate games that are merely fair games from those that are fraud. Having a licensed company and offering accredited games is a guarantee that the bettor is in a safe environment.

Dudena also pointed out that regulation requires the operator itself to monitor bettors. “We have direct contact with the betting companies and they have direct contact with the bettor. By monitoring the bettor, we know how much time they spend online, how much they have spent, how much they have lost. The bookmaker has an initial role in education, it is obliged to monitor and impose warnings on bettors,” he explained.

He added that “in the extreme, the bookmaker should suspend the bettor who disrespects these limits, even going so far as to permanently ban anyone who goes beyond them.

If you are being attracted by someone who says you will become rich and famous, it is probably fraud. A serious company would not make such an offer,” warned Régis Dudena.
