The Manual provides technical information about the Betting Management System (SIGAP) module for receiving data to be submitted to the Prizes and Betting (SPA) of the Ministry of Finance by sports betting and online gaming operators.
The SIGAP module is available for submitting a license application as well as for data consultation and updating by operators interested in authorization. The Manual aims to streamline the process of submitting the authorization request.
In the introduction, the SPA of the Ministry of Finance clarifies:
“The application for authorization for the commercial exploitation of fixed-odds bets and other documents necessary for compliance with the rules and conditions established in Ordinance SPA/MF No. 827, of 2024, must be submitted by interested parties through the Betting Management System - SIGAP of the Prizes and Bets Secretariat of the Ministry of Finance.”
“This guide seeks to assist users of the System by providing information on the main functionalities of the SIGAP authorization module.”
SPA clarifies that the system has two environments:
* public access, where all interested parties can access information available to the general public, without the need for registration or authentication; and
* restricted access, intended for agents of the Prizes and Betting Secretariat of the Ministry of Finance and legal entities interested in obtaining a license to operate the fixed-odds lottery betting modality in Brazil and for persons authorized by them.
The restricted access area contains a series of steps to be completed for users to register in the system, both as individuals and legal entities, including in the most important area of the platform, which is the application for a license to operate sports betting and online games, including:
Operation Term: The total period that the license, if authorized, will be valid (mandatory field);
Bet Object: The categories of bets available, which may include sports betting, online games, or both (mandatory field);
First Brand Name: Mandatory field where the name of the first (or only) brand associated with the request must be entered;
Second Brand Name: Optional field to enter the name of the second brand that will be linked to the request;
Third Brand Name: Optional field to enter the name of the third brand, which will be linked to the request.
After completing this step, the user is taken to the page where they must add the documents required for analysis by the SPA/MF. Once the documents have been attached, all they need to do is send the request. Once completed, the user will have the request number at their disposal and will be able to track the progress of the request.
The Manual makes it clear that the attachment of documents must comply with all the steps not only for the authorization request, but also later, in the online sports betting operation phase, whose frequency is defined as daily and monthly for each type of file, in items ranging from bettor, operator, sports bets, online games and a table of sports available to users.
