Lottopar highlights advances in regulatory agenda for sports betting and iGaming

The recent ordinances published by the Secretariat of Prizes and Betting (SPA) were positively received by Lottopar, showing that the path to regulating iGaming in Brazil is now being built in a solid manner. “The support of institutions such as the Central Bank, the National Telecommunications Agency and the Federal Police will be able to stem the illegal market quickly and objectively,” highlights Daniel Romanowski, president of the agency.

In April, Ordinance SPA/MF No. 561 was published, defining a timeline with the steps for regulation. This established the regulatory actions considered to be priorities, which provides legal certainty, predictability and efficiency to the process of regulating fixed-odds betting, in addition to providing a stable, current, transparent and attractive regulatory environment for sustainable investment.

The president of Lottopar, Daniel Romanowski, lists the main ordinances that established operating rules, such as Ordinance 1,231, which deals with the rules on advertising and publicity and responsible gaming, Ordinance 1,233, which deals with sanctions, and Ordinance 1,225, which defines the model for monitoring and supervising fixed-odds betting activities. “This is the Brazilian market being encouraged in the right way,” he says.

For Daniel Romanowski, the work of the SPA team sheds light on a market that has always operated without rules and that is now beginning to have the proper guidance and rules to be followed.

“We are very pleased with the evolution of the Brazilian market. With national regulation, we will also have the support of important national institutions, such as the Central Bank of Brazil, the National Telecommunications Agency (Anatel) and the Federal Police, which will be able to stop the illegal market quickly and objectively.”

“For us, the model adopted by the Ministry is an acknowledgement that the path Lottopar has taken is the right one and was well done. We were able to identify several similarities that confirm that both have chosen the path of safe gaming, responsible gaming and transparency in the sector’s operations,” he states.

In June of this year, Romanowski, accompanied by technical director Rafael Halila and advisor to the Operations Directorate Pablo Wosniacki, visited Brasília, where they were received by the Secretary of Prizes and Bets, Regis Dudena, and the Undersecretary of Sanctioning Action, Raiana Luiza de Andrade Falcão.

On that occasion, Lottopar demonstrated the importance of speeding up the national regulatory agenda in order to promote legal certainty for the sports betting sector.
