This measure seeks to standardize the procedures for submitting technical certifications and improve the efficiency of the sector’s operations, covering both provisionally and definitively authorized operators. The regulation also introduces new requirements to facilitate the identification of certificates issued to multiple operators (B2B certificates), promoting greater transparency and regulatory alignment.
Key points of the new regulation include:
Mandatory Technical Certification:
Provisionally authorized operators must submit, by January 30, 2025, the following certificates:
- Betting System;
- Sports Betting Server (Sportsbook), if applicable;
- Remote Gaming Server (RGS), if applicable;
- Integration;
- Online Games.
Specific Certificates:
- Operators focusing exclusively on online games are exempt from submitting Sportsbook and Sportsbook integration certificates.
- Operators focusing exclusively on sports betting are exempt from submitting RGS, online games, and RGS integration certificates.
Cover Page (Identification Page):
A new model has been introduced to facilitate the linkage of certificates issued to multiple operators (B2B certificates).
Monthly Updates Submission:
Definitively authorized operators must submit updated versions of the General Index Document and the Online Games Index Document monthly, unless no changes have occurred.
Rules for Ongoing Certifications:
If certifications are not completed by the deadline, the operator may request an extension by submitting:
- An updated General Index Document;
- A statement from the certification entity.
Certification for Live Studios:
Operators offering online games with live studios must submit specific certificates starting February 1, 2025.
Use of SIGAP:
All certificates and documents must be submitted exclusively via the Betting Management System – SIGAP, following the naming conventions defined in the regulation.
