The lawyer, former special advisor to the Ministry of Finance and legal consultant of the National Basketball League, José Francisco Manssur, appeared at the LNB to talk and answer the most diverse questions about the recent changes in the rules in the Brazilian sports betting market.
The objective was to maintain the entity's position of continuing with its governance and responsibility practices as an organization that promotes the main basketball championships in the country with integrity.
For over two hours, employees received guidance on advertising, content dissemination, brand exposure, adaptations to broadcasts and even team uniforms.
Topics such as image links for young people under 18 and what is not permitted for players between 18 and 21 years of age were discussed, explaining that it is not possible to link the image of this age group to these websites, even though they are considered citizens of legal age.
Despite the difficulties and controversies, the LNB has shown itself receptive to accepting and improving all of its competitions in accordance with the rules that govern National Sports through the higher entities responsible for establishing rules and conduct.
“The most important aspect for us to work on so that the betting market is a healthy thing, not only within sports, but for society as a whole, is through education and dialogue, and raising awareness among the people involved. All of the people who were here are people involved with the League, they are part of holding championships,” said José Francisco Manssur.
“In this new betting environment, it is even more important to have this conversation to understand what the law says, what is allowed, what can no longer be done in Brazil and, especially with our common sense, to understand what is good for the people who will consume the League's products, what is good for the athletes, coaches, committees, directors and for the League's own employees”, he added.
“I believe that we will only improve this environment if we have more and more conversations like this. Football is already doing it, and now basketball is also getting involved, which is very positive”, concluded Manssur.
“Today was a very important meeting here at the League. We welcomed our legal expert, Dr. José Francisco Manssur, who came to talk about this new legislation, the regulation of the legislation regarding betting companies in Brazil. Dr. José Francisco Manssur participated in the formulation of the legislation and brought to us several points of this new legislation that must be followed by all components of the national sports ecosystem”, assured the reelected president, Rodrigo Franco Montoro.
“As a member entity that organizes the championship, such as NBB CAIXA, our organization is fully subject to compliance with these new rules and new legislation. Therefore, it is extremely important to have this guidance, to be aware of this new law, its impact on the day-to-day running of our championships, our clubs and all the people who participate in them. It was a very productive afternoon and the League will strive to implement compliance with all the regulations that were approved and came into effect in January,” he said.
There was an understanding that all sectors of the organization had questions regarding each area of activity.
The lawyer who spoke liked what the collaborators had to say, and even thought of new reflections on the topic.
The president of the LNB understands that, despite this step taken, there will be a lot of hard work that the organization will have to do. He highlights the challenge of adapting practices that already exist in Brazil to the new regulatory framework for betting, which now requires legal and formal compliance.

José Manssur emphasized that, although it is not a matter of implementing something from scratch, there is a need to review advertising, brand exposure and other practices. The meeting was attended by all LNB departments, aiming to align the next steps for compliance with the legislation.
